Dear Group, Following the recent announcement for a call for a third Chair, I would like to be considered for the position. Here is a little about me and why I think that I would be a good fit - Richard (Dick) Leaning *Am currently a Director of Trust and Safety at Cloudflare with Global responsibility for Outreach. My role involves engaging with a broad range of stakeholders including law enforcement, rights holders, child protection, policy and government organisations. * *I spent a 30 year career in law enforcement, spending the last 10 years working for the National Cyber Crime Unit (NCA) in the UK and the European Cybercrime Centre (Europol) in The Hague. I have been involved with the RIPE community since 2009 and between 2015 - 2019 worked for the RIPE NCC External Relations department, joining Cloudflare in 2020. * *I am a member of numerous internet related working groups with international exposure, including the Europol’s European CyberCrime Centre (EC3) Advisory group on cyber security. Dear all Further to Julf's question, here is my vision for 2021 Cooperation WG There are numerous challenges and opportunities facing RIPE community from many directions. The Internet itself has challenges such as excessive data collection, industry consolidation, content moderation, security challenges, etc. We’re still in the pandemic and the Internet plays an even more important part in everyone’s life, from kids to adults. Yet the Internet continues to be run with enough capacity, in a robust and secure way. Nowadays, more than in the past, many legislations have extraterritorial impact, like privacy laws in Europe that affect Internet globally. Huge number of governmental legislations/regulations introduced and proposed by the EU will control what some RIPE community members do, e.g. in terms of intermediary liabilities as part of Digital Services Act, Data Governance Act, NIS directive revision, etc. One challenge involving work with some international organisations is that the RIPE community is not an entity per se. But all challenges call for many discussions, deeper collaboration and finding consensus. I also see the following opportunities: - Better connecting of stakeholders; - Finding an opportunity to respond to consultations; - Finding ways that community opinion can be turned into meaningful consensus positions that can be offered where necessary; - Discuss how global IGF opinions might influence what/how RIPE does. The Future of IGF vs RIPE’s role in that; - Extend the communities own reach to fully become and remain multi-stakeholder and across 76 economies and states; It would be a great if in 2021, we turn some of the many challenges into opportunities, and I would be willing to contribute my time towards that. Personally I have to say I prefer BS (that is something we are all used to) to the plague. Anyway, January 5 is approaching quickly, and Achilleas and I are facing the prospect of having to pick one of the co-chair candidates without much input from the WG members. Therefore I would like to kick off a quick discussion round by asking both Desiree and Dick to post their visions of what they think the challenges and opportunities are in 2021 for the RIPE community with regards to governments and international organisations.

I want to go ahead and address a potential point of awkwardness for everyone – an elephant in the room of sorts – and I figure it's best to rip off the bandage now so we can move forward in a constructive way. This group now faces a challenging (but ultimately positive) dilemma of having not one, but two excellent and well-qualified individuals running for the open co-chair position. If you're like me, this presents quite a challenge. I've been quiet on the matter because I personally know Dick and Desiree. They are both exceptionally qualified, and I have no doubt either of them will do an excellent job in this role. But without trying to offer a non-endorsement for either, I'd rather frame it the following way. I enjoy keeping up with this working group and the value it adds, but it essentially has no impact on my work (and is, thus, not my place to decide). When considering who to cast your vote for, my suggestion is to think of whose background and experience best compliments Julf and Achilleas'. I can think of no better way to assess. Not really. There are no rules about this and that is how it should be. Each WG gets to choose how to organise itself and agree a charter. For coop, this says "The RIPE Coop WG aims for multiple Chairs, with two or three Chairs”. The general convention is a WG has 2 or 3 co-chairs. IMO 4 is excessive unless there’s a *very, very* busy WG. Three’s probably too many too*. In the good old days, there was just one WG Chair per WG with a backup/stand-in to cover for absences. Back then Rob Blokzijl wanted to have exactly one point of contact in each WG to keep things clear and simple. * As a data point, it takes far more to run an IETF WG than a RIPE WG: more meetings and conf calls, busier mailing lists, tracking/advancing wannabe RFCs, more process to follow, heavier workload, etc, etc. Offhand, I can’t think of any IETF WG - tls, quic, dnsop, httpbis and so on - which has >3 co-chairs.

Therefore, I'll not express a preference and I'm not even convinced that we need to make that call. One doesn't have to be a chair to get the ball rolling and with that I'd suggest we take advantage of both Des' and Dick's contributions to the discussion to a) schedule a virtual interim for, say, some time Feb b) develop a work plan for 'raising our voices' c) start/continue discussion on this list
From my pov, we could have a 5-10 headed program committee, if that helps (the wg chairs collective puts a ceiling on the number of rep's - but that's a totally different governance issue).
The end of the year brought us intersting suggestions from Brussels(*) and elsewhere and - as was already mentioned - the technical community's recognition is challenged, so let's get together. (*) Europe is larger and wider than the EU and the RIPE community is even more global, indeed. I'm suggesting focus, not foreclosure. In the end, everybody will be faced with bright ideas. -Peter
All, I like what Peter writes below. Both candidates are good. I know both. And I am happy I am not one that have to make the selection :-) Ultimately it is all up to time and commitment. I know since I was co-chair for this WG (and other WGs and initiatives) that the chairs must be active, must set up meetings, and clear discussion items. Then when the ball gets rolling, they must direct the discussion, and shepherd the flock in an effective way so that the outcome is helpful for the community, for the participants, or whoever. And yes, its not EU, or even Europe. The RIPE Region is broader. Both candidates have experience with this, as the two current co-chairs. I am explicitly not diving into the mailing list records to look for how active the candidates, the current co-chairs, or other participants on this mailing list have been, but I think I know what the findings will be... Almost silent, then burst of messages, followed by silence. :-) What I think the co-chairs and the candidates can think about, and discuss, is how to manage to get this WG to do good stuff. That helps Marco and others (many of us) that do work within the charter of this WG. 2020 has really shown how reliant we all are on the Internet for everything that we do and that reliance will only increase in the years to come, no matter what a return to 'normal' will look like. As we can all see from the recent RIPE Lab articles that Governments/Regulators/Competent Authorities are drafting a whole new set of proposal's whilst tweaking existing ones, then of course there is the ongoing discussion about a new IP address protocol. So 2021 is more important than ever that the technical community has a voice. I would like to see the Cooperation WG and the RIPE community help to inform those discussions, of course working closely with the excellent work that the RIPE NCC are already doing in this space. During 2021 and for years to come, I would like to see the cooperation WG and RIPE community have far more interaction and meaningful discussions, not only between ourselves but with external stakeholders. I would work hard to make sure that these interactions were on a regular basis and not left just to the RIPE meetings, which would allow the RIPE community to have a more timely input. I would also like to see more dialogue between the other RIR's (but that's another discussion for later on) With regards the question posed by Alex - I don't believe there is a conflict of interest with my employer and this position - Firstly, policies are not normally discussed in this group and secondly, having been involved in the RIPE community for many years I know that the robust policies and procedures that are in place will highlight if the community think there is - I trust the community.
