Dear all, We invite you to join the RIPE NCC Open House: RIR Governance Document Update online session on Tuesday, 22 September at 15:00 (UTC+2). The session will take place online and more information, including the registration link is available on the webpage: https://www.ripe.net/meetings/open-house/rir-governance-document-update/ During this session, Hervé Clément, Andrei Robachevsky and Constanze Bürger, the RIPE representatives on the Number Resource Organisation Number Council (NRO NC), will present the latest draft of the RIR Governance Document: https://www.nro.net/policy/internet-coordination-policy-2/rir-governance-do… This session will provide an overview of the rationale for the latest draft and explain the key changes from Version 2, including updates to the Recognition and Derecognition processes, audit and compliance review provisions, emergency continuity arrangements, decision-making thresholds, ICANN’s role, and new safeguards for transparency and accountability. We encourage everyone who has been following the process to update ICP-2 to join us for this online session. --------------------- Background Information --------------------- The NRO NC began the process to update and strengthen ICP-2, the Criteria for Establishment of New Regional Internet Registries in 2024. Since then, it has published two draft versions and held multiple consultations with RIR communities globally and ICANN stakeholders. The publication of this third draft, the "ASO AC Recommended Draft RIR Governance Document", marks an important milestone in this process. Welcoming new Cooperation Working Group Co-Chair

Dear cooperation WG members, Following Julf’s email bellow, please welcome Peter Koch as the new Cooperation Working Group Co-Chair. Upon Peter’s and Bastiaan’s agreement, Bastiaan Gosling’s term will start at the end of RIPE93, so we will hold off on congratulating him until then. We already have quite a few talks submitted for the RIPE93 WG session, but we always look forward to members' suggestions on topics of interest, and hereby invite you to submit your talk. On behalf of the co-chair team I thank Bastiaan and Peter for volunteering, and want to remind everyone that being a WG co-chair is a purely voluntary job, with co-chairs normally covering their participation expenses themselves (just like presenters at WG sessions), so a big Thank You to both! As, when I stepped down at RIPE92, I agreed to stay on in an assisting function for the selection process, I now conclude that my job is done and I can fully step down as co-chair. Looking for new Co-chair - expressions of interest requested

Dear cooperation WG members, Having formally announced that I would be stepping down as co-chair, I have still agreed to stay on as acting co-chair to assist with the selection of a new co-chair. We are thus hereby inviting interested parties to express their interest in serving as co-chair for the cooperation WG. The RIPE NCC operates the e164.arpa zone as the IAB’s designated operator under the established coordination arrangements involving the IAB, ITU-T and the RIPE NCC. 1. RIPE NCC position At the February 2026 meeting of Study Group 2, the RIPE NCC submitted contribution SG2-C-0196. The contribution arose from an operational question concerning support for ENUM domain objects through the Registration Data Access Protocol, but also raised broader questions concerning the future status of ENUM and e164.arpa. Following subsequent engagement with the IAB, ENUM delegation operators and members of the RIPE community, the RIPE NCC recognizes that those broader questions did not accurately reflect the established distribution of responsibilities. This statement therefore clarifies and supersedes the relevant parts of SG2-C-0196. For the avoidance of doubt, the RIPE NCC supports the continued operation of Public ENUM under e164.arpa and is not proposing its closure. SG2-C-0196 no longer represents a request for Study Group 2 to determine the technical or architectural future of ENUM or e164.arpa. Any future consideration of a system-wide change would require coordination involving the IAB, the relevant IETF and ITU-T processes, the RIPE NCC and affected stakeholders. 2. Operational status and revised procedures The RIPE NCC has reviewed the 46 current delegations recorded in the RIPE Database. Of these, 23 showed no DNS issue at the top delegation level, 17 appeared non-operational and six showed partial DNS issues. These findings identify a registry-maintenance and data-accuracy issue. They do not provide a sufficient basis for a system-wide conclusion concerning Public ENUM or e164.arpa. The RIPE NCC therefore welcomes the revised Interim procedures for Geographic Country Codes (ENUM administration ad interim) contained in TD423 Rev.1/PLEN. The revised procedures provide an appropriate mechanism for addressing individual non-operational or expired temporary delegations while preserving functioning delegations and the ability of Member States to confirm, update, withdraw or subsequently restore their delegations. Responses to TSB Circular 123 may provide useful information concerning the status and intentions of individual national delegations. The RIPE NCC considers that such information should inform individual cases under the revised procedures, rather than a system-wide conclusion concerning Public ENUM or e164.arpa. 3. Request to Study Group 2 The RIPE NCC respectfully invites Study Group 2 to: - confirm that the revised procedures contained in TD423 Rev.1/PLEN will come into force at the September 2026 meeting and will provide the applicable mechanism for addressing individual non-operational or expired temporary delegations; and - continue coordination with the IAB, the RIPE NCC, the relevant IETF processes and affected stakeholders on any broader questions concerning the technical or long-term status of ENUM and e164.arpa. Once the revised procedures come into force, the RIPE NCC intends to apply them systematically and transparently, including by refreshing its technical assessment, engaging with relevant delegation operators where possible and submitting substantiated cases to TSB. The question of Registration Data Access Protocol support is separate from the continued operation of Public ENUM and will be considered through the appropriate technical and community processes. The RIPE NCC remains committed to working constructively with Study Group 2, TSB, the IAB, Member States, delegation operators and the RIPE community to maintain e164.arpa in a stable, accurate and technically sound manner.

Cooperation Working Group Co-chair Expressions of Interest

Dear Cooperation Working Group colleagues, During the RIPE Cooperation Working Group session in May, Julf announced his intention to step down as Co-chair. Following that announcement, we invited expressions of interest from members of the Working Group. We received two expressions of interest during the two-week nomination period, which closed on 11 July. Both candidates subsequently received expressions of support from members on this mailing list. On 14 July, Achilleas also announced that he plans to step down as Co-chair at the next RIPE Meeting in Sofia in October 2026. As Achilleas' announcement was made after the original expression of interest period had closed, the current Co-chairs would like to invite any additional expressions of interest from members of the Cooperation Working Group who may wish to be considered for the role, the second Co-Chair seat. If you are interested in serving as Co-chair, please send a short introduction to the Co-chairs by 31 July 2026 as the earlier candidates did: cooperation-wg-chairs(a)ripe.net We encourage anyone with an interest in supporting the Working Group and the RIPE community to consider putting themselves forward. IGF First Open Consultations and MAG meeting and theme suggestions

Dear colleagues and members For those interested in following the preparations for the global IGF 2026, the first Open Consultations and MAG Meeting are currently taking place. The global IGF will be held in Nairobi, Kenya, from 14–18 December 2026. The agenda for the three-day Open Consultations and MAG Meeting is available here: https://intgovforum.org/en/content/igf-2026-first-open-consultations-and-ma… During the opening session, the UN DESA Under-Secretary-General, Mr. Li Junhua, suggested sovereignty, trust, and an open Internet as possible themes to help frame discussions for IGF 2026. His presentation is available here: https://www.intgovforum.org/en/filedepot_download/342/31315 Given the Cooperation WG's interest in Internet governance and digital policy developments, I thought colleagues might find both the agenda and the presentation useful. The proposed themes raise interesting questions about the future of the Internet and digital governance. I would be interested in hearing colleagues' views on whether sovereignty, trust, and an open Internet are the right framing for IGF 2026, and whether there are other themes that deserve greater attention.
