Dear members, The Draft RIPE NCC Activity Plan and Budget 2025 is now available for your review at: https://www.ripe.net/draft-activity-plan-budget-2025 In this document, you can learn about our plans for next year and shape the direction we take as an organisation. In response to members’ questions about our budget, we have included more detailed information in this document about the main costs for each activity and about the staff costs in the RIPE NCC overall. We have also included key takeaways and defined commitments to ensure members can clearly understand the goals of our activities for the coming year. We will also publish two RIPE Labs articles that look at our plans and budget in more detail. Please read the document and share any feedback on members-discuss(a)ripe.net. The document will be discussed at the General Meeting (GM) alongside RIPE 89 and in the RIPE NCC Services Working Group on Wednesday, 30 October 2024. The Executive Board will consider all feedback on our activities before approving the final version that will be published in December 2024. Action Required: Review Independent Resources to Prepare for 2025 Charging Scheme Changes

Dear colleagues, The RIPE NCC Charging Scheme 2025 [1] introduces changes to fees for independent resources held or sponsored by members. In addition to the service fee covering all IPv4 and IPv6 allocations, there will be: - A €25 increase for Internet number resource assignments, such as IPv4 and IPv6 Provider Independent (PI) assignments. - A new annual fee of €50 for each Autonomous System (AS) number. To ensure you will not be charged for resources that you or your end users no longer need, or for resources where the contractual relationship with your customers has changed or ceased, *we invite you to review all independent resources* currently registered to or sponsored through your LIR account. Please log in to your account in the LIR Portal and review the resources listed in the Resources section [2]. If you identify any resources that need updating, whether due to changes in registration details or because you no longer have a contractual relationship with that customer, please submit an update request through the LIR Portal [3]. To help us manage our workload and ensure that your application is processed quickly, we ask that you complete this review and let us know as soon as possible. Based on our past experience, we anticipate a significant volume of other requests, such as transfers and account closures, towards the end of the year, so your timely review will not only help to process your invoices faster, but will also support the accuracy of the Registry. [GM] Register for the RIPE NCC General Meeting October 2024

Dear RIPE NCC members, On behalf of our Executive Board, I invite you to register for the RIPE NCC General Meeting October 2024. You can register to attend and vote at: https://my.ripe.net/#/meetings/active Registration to attend and vote is now open and will close on 30 October 2024 at 14:00 (UTC+1). Reminder: Two-factor authentication (2FA) is mandatory for RIPE NCC Access account holders. If you have not enabled 2FA and you click the registration link, you will need to follow the instructions in an email sent to you by the RIPE NCC. Once enabled, you will be able to access the LIR Portal to register. The General Meeting (GM) will take place from 30 October - 1 November at the Clarion Congress Hotel, Prague in the same venue as RIPE 89. For those who would like to attend online, you can follow the General Meeting through the meeting platform Meetecho, where you can ask questions and chat to fellow attendees. Voting on resolutions is done electronically through the voting platform Assembly Voting. The General Meeting provides members with an opportunity to discuss the operations and activities of the RIPE NCC, with reports from the RIPE NCC Executive Board and RIPE NCC Management. At the upcoming GM, members will discuss and give input on the Draft RIPE NCC Activity Plan and Budget 2025. Members will vote on the redistribution of the 2024 surplus/deficit to the membership in 2025. All supporting documents will be posted and announced to members by 2 October 2024. NRO NC: Call for Nominations 2024

Dear colleagues, This is a call for nominations to fill one seat on the Number Resource Organization Number Council (NRO NC) for a three-year term starting in January 2025 and ending in December 2027. We encourage those interested to familiarise themselves with the work of the NRO NC, and to reach out to the current NRO NC members, Hervé Clément and Constanze Bürger, to understand the workload and responsibilities involved. Nominations must include: - Name of nominee - Nominee's country of residence - Nominee's organisation or employer - Nominee's email address - Motivation for nomination - Name of nominating individual - Nominator's organisation or employer All nominees will be contacted by the RIPE NCC to confirm their nomination to the NRO NC. If a nominee cannot be contacted by the RIPE NCC or does not respond to communications sent by the RIPE NCC, their nomination will be rejected. Nominees must confirm their acceptance by the given deadline to publish the list of confirmed candidates, at the latest. Nominees become confirmed candidates after: - Accepting the nomination in writing - Submitting a certified copy of an official identification document - Agreeing to adhere to the RIPE Code of Conduct These documents must be submitted to the RIPE NCC no later than two weeks before the election. Dear RIPE NCC members, The RIPE NCC Executive Board held its 176th meeting from 24-25 June 2024. The minutes are now available: https://www.ripe.net/about-us/executive-board/minutes/2024/176th-executive-… The Executive Board publishes the minutes of its meetings so that the workings of the Board and the decisions it makes are transparent to the membership it represents. The following is a summary of the main items from the meeting. Further details are available in the minutes. ------------------------------- Main Items ------------------------------- - Chief Legal Officer Athina Fragkouli presented the duties and liabilities of Executive Board members. The board discussed instructions to staff, termination of SSAs, Board Treasurer responsibilities, and GM process compliance with the Articles of Association. - Chief Financial Officer Simon-Jan Haytink presented a proposal to sell the current exchange-traded funds (ETFs). The proceeds, along with funds from two cash deposits, would be reinvested with the investment partner to increase returns and diversify the portfolio. - The Board discussed the RIPE NCC Clearing House reserve, including the origins and history of the RIPE NCC reserves and the expiring tax ruling with Dutch authorities. The Board discussed potential risks to income collection and liabilities from transfer facilitation and requested Simon-Jan clarify the risks and rationale for the reserves under different scenarios and anticipated risks to RIPE NCC operations. - Simon-Jan presented an indicative cost budget for 2025/2026, seeking the Board's guidance on whether to decrease, maintain, or increase the budget. The Board emphasised the importance of not spending all forecast income and continuing surplus redistribution, without cutting services. They discussed critically evaluating expenditures, charging members for specific services, and exploring sponsorship opportunities, particularly in emerging markets. Simon-Jan proposed aiming for a budget surplus of 1-1.5 million euros in 2025 and 1 million euros in 2026, which the Board approved. - Hans Petter provided an update to the Board on current topics. He detailed the work on sanctions compliance, the process for police reports, the implications of securitising IPv4 holdings, CO2 emissions reporting regulations for 2025, cost savings on data centres and storage, and the impact of the NIS2 Directive on the RIPE NCC. - Hans Petter presented on the Activity Plan 2025, advocating to retain five-year strategic plans to ensure long-term focus. The Board agreed with the five-year approach and the analysis. Discussions included the importance of registry accuracy, automation, supporting new task forces, and promoting RIPE NCC services. Emphasis was also placed on the political significance of registry accuracy and the necessity of prioritising security and compliance. - RIPE Chair Mirjam Kühne provided an update on RIPE community developments including a review of RIPE 88, highlighting positive feedback particularly from newcomers and planning for RIPE 89. Additionally, she is working on improving the RIPE Document Store for better accessibility and clarity. - Chief Community Officer Hisham Ibrahim presented a proposal to pause the Community Projects Fund in 2025 so that a review could be undertaken and issues addressed. The Board discussed measures that could be taken to improve the CPF and resolved to suspend the activity in 2025. - Head of Membership Engagement Fergal Cunningham presented a review of the General Meeting May 2024 including the preparations, the member proposal system that was created for this GM, the voting results, and the feedback received from members throughout the GM process. - The Board discussed the role of the RIPE CoC Team on the members discuss mailing list after the team asked what role they may need to have. The Board decided to keep the existing process in place for moderation of the members-discuss mailing list. - The Board discussed unmoderated archive retention and it was agreed to automatically remove emails from the unmoderated members-discuss mailing list archives after three months. - Athina gave an update on the ASO AC’s work on a principles document for the update to “Criteria for Establishment of New Regional Internet Registries” (ICP-2). - Remco gave a review of the BoF “Building A Stable Future for the RIPE NCC” that took place at RIPE 88 and the work involved in reviewing the structure and governance of the RIPE NCC to make sure it is set up adequately for the landscape it now operates in. - The Board discussed and resolved to set up a new charging scheme task force. They spoke on the makeup of the task force and the timeline. Other topics discussed: - Treasury Status Report and Treasury Statute Annual Review - Update on the establishment of RIPE NCC Middle East FZ-LLC - Charging Scheme 2025 Implementation - RIPE NCC Middle East FZ-LLC - Financial status May 2024 - An overview of the legal issues facing AFRINIC - Board member roles for the coming year - Actions on harnessing community power - Proposed Executive Board training ------------------------------- Resolutions Adopted ------------------------------- Resolution EB#176-R-01 The RIPE NCC Executive Board approves the minutes of EB#174 and EB#175. Resolution EB#176-R-02 The RIPE NCC Executive Board reviewed and approves the RIPE NCC Treasury Statute, according to the agreed yearly review cycle. Resolution EB#176-R-03 The RIPE NCC Executive Board resolves to sell the Exchange Traded Funds owned by the RIPE NCC. Further, the RIPE NCC Executive Board, considering: - Their previous resolution to approve an initial investment of EUR 10 million with an investment partner, in accordance with the Treasury statute (Resolution EB#168-R-03), and - The initial results of the investment portfolio presented by the investment partner during the EB#174 meeting, resolves the addition of EUR 5.7 million to the investment portfolio managed by this investment partner. Resolution EB#176-R-04 The RIPE NCC Executive Board resolves to suspend the activity “RIPE NCC Community Projects Fund” for 2025. Resolution EB#176-R-05 The RIPE NCC Executive Board resolves to retain emails for no longer than three months in the archives of the unmoderated members-discuss mailing list. Resolution EB#176-R-06 The RIPE NCC Executive Board resolves to set up a Charging Scheme Task Force, involving representatives from the RIPE NCC membership, to work on the principles that should apply to future RIPE NCC Charging Schemes. [news] Call for Volunteers for RIPE NCC Charging Scheme Task Force 2024

Dear RIPE NCC members, At the RIPE NCC Executive Board Meeting on 24-25 June, we agreed to set up a task force to work on the principles that should apply to the RIPE NCC Charging Scheme. The Board will take the principles and recommendations from the task force into account when proposing a new charging scheme model for members to vote on at a General Meeting. Apart from members from the Executive Board and RIPE NCC staff, we are looking for representatives from our membership. We know some of you are interested in the topic, and we would like to encourage you to volunteer to work on this important task. The composition of the task force will be two RIPE NCC staff members, two Executive Board members and approximately 10 RIPE NCC members. I have included the proposed charter of the task force below. We encourage members from across the service region and of different sizes to volunteer so we can select from a pool that reflects the diverse range of experience, background, organisation type, nationalities and expertise that exists in our membership. We would particularly like to see expertise in finance and knowledge of the Internet market represented on the task force. In 2023, the Board proposed a category model that was rejected by the membership. In 2024, the Board proposed simpler options that met with objections from a significant number of people. During discussions, many alternative charging proposals were proposed on the members-discuss mailing list. To improve the Charging Scheme process and to get broader input on a future Charging Scheme model, the Executive Board has decided to create a task force that represents different groups within the RIPE NCC organisation and membership. Objectives of the Task Force The Task Force will have the following objectives: - Define the principles of a future Charging Scheme - Propose an improved process for the annual Charging Scheme discussions and adoption The Task Force will not discuss the RIPE NCC Budget or set any actual fees or prices. Participants of the Task Force To have an efficient task force, the group will have to be limited in size. The Executive Board will select key individuals that have put themselves forward, have good understanding of the Charging Scheme and represent a variety of member groups. The group will consist of participants from three groups, namely: - RIPE NCC staff - RIPE NCC Executive Board - RIPE NCC members Timeframe - Several meetings in Q3 and Q4 2024 - Report on progress at the RIPE NCC General Meeting in October 2024 - Send recommendations to the Executive Board when work is completed
