Dear colleagues, The RIPE NCC provides important services to a membership spread across a diverse geographical and political region. The Executive Board of the RIPE NCC believes that the means of communication should not be affected by political discussions or disputes. This includes the provision of correctly registered Internet numbering resources. The Executive Board of the RIPE NCC is committed to taking all lawful steps available to ensure that the RIPE NCC can provide undisrupted services to all members across our service region. The RIPE NCC and its staff can not and will not take positions with regard to specific political disputes. The RIPE NCC will publicly document all efforts to ensure that provision of registration services is not disrupted by laws, regulation or political developments. [news] IANA Stewardship: Draft RIPE Proposal Published

Dear colleagues, An initial working draft of the RIPE community proposal on IANA stewardship has been posted to the RIPE Cooperation Working Group mailing list. This text should not be regarded as final - it is intended to act as a basis for discussions over the coming weeks. There will also be a dedicated session at RIPE 69 in London on Thursday, 6 November, to discuss these issues. Remote participation will be available for those unable to be present. Anyone with an interest is encouraged to provide feedback on this draft proposal via the RIPE Cooperation Working Group mailing list. This proposal should meet the requirements of the Request For Proposals (RFP) produced by the IANA Stewardship Transistion Coordination Group (ICG). The proposal should bring the provisions of the agreement related to the services and service levels up-to-date with current requirements where necessary. This work should be coordinated with the other users of the IANA function as much as practical, with the aim of producing a proposed arrangement that is compatible with the proposed arrangements of the other IANA users. The RIPE community asks the RIPE NCC and the other RIRs keep it informed about progress and content of the proposal. The RIPE community asks the RIPE NCC to complete the proposal and to submit it to the ICG before 15 January 2015.

[news] 95th RIPE NCC Executive Board Meeting Summary Notes and Minutes

Dear colleagues, The RIPE NCC Executive Board held its 95th meeting on 12 September 2014. The draft minutes of this meeting are now available: https://www.ripe.net/lir-services/ncc/executive-board/minutes/2014/minutes-… The Executive Board publishes the minutes of its meetings so that the workings of the Board and the decisions it makes are transparent for the membership that it represents. The following is a summary of the main items from the meeting. Further details are available in the minutes: - The Board discussed the new draft tax ruling with the Dutch authorities. In 2014, the RIPE NCC can reserve its surplus tax-free in the Clearing House. From 2015 onwards, the General Meeting (GM) can decide either to put the surplus (deficit) into the Clearing House after paying corporate income tax or to redistribute the surplus (deficit) to the members. The Board agreed that from 2015 onwards they would ask the RIPE NCC members whether they want to pay tax or redistribute the suplus/deficit. This would take place at each autumn GM. - The Board approved the new RIPE NCC Standard Service Agreement (SSA) that includes an update to Article 7, the RIPE NCC Clearing House, because of the new tax ruling. This will be put forward to be voted on by the membership at the RIPE NCC General Meeting on 5 November 2014. - The Board asked the RIPE NCC to prepare a resolution to outline actions in the event of sanctions being imposed on a country within the RIPE NCC service region. - The Board discussed proposed areas for potential expenditure of RIPE NCC resources for the good of the Internet. The Board would like the membership and community to discuss any proposed activities. - The Board approved the Draft RIPE NCC Activity Plan and Budget 2015, which is published for membership discussion at: https://www.ripe.net/lir-services/ncc/gm/november-2014/draft-ripe-ncc-activ… - The Executive Board decided to set the electronic voting period for the upcoming GM to close at 09:00 UTC on Friday, 7 November 2014. [news] RIPE NCC and CENTR Hold Joint Meeting With Governments

Dear colleagues, The RIPE NCC and CENTR, the European country code top-level domain (TLD) organisation, held a meeting on Wednesday, 1 October 2014, in Brussels, Belgium, for governments and regulators to discuss issues of relevance to both the RIPE and CENTR communities. The meeting was part of the CENTR General Assembly and was held adjacent to a meeting of the European Commission High Level Group on Internet Governance, attracting approximately 100 representatives from governments, industry and the Internet technical community. Dominating the agenda was a discussion of the Internet Assigned Numbers Authority (IANA) oversight transition process that is currently ongoing. Paul Rendek, RIPE NCC Director of External Relations, participated in a panel with Nominet’s Martin Boyle and Afnic’s Mathieu Weill, chaired by Peter Vergote, Chairman of the CENTR Board of Directors. This panel addressed the discussion process currently underway in the RIPE and TLD communities regarding both the IANA stewardship and ICANN accountability. The RIPE NCC presentation described the relationship between the Regional Internet Registries (RIRs) and IANA, the model of regional Internet number policy development, efforts to document the RIRs’ accountability to their stakeholders, the discussion of IANA stewardship in the RIPE community, and some of the key principles that have emerged from that discussion. These principles include a preference for minimal operational change and to build on existing structures and processes to formalise the RIR communities’ role as stewards of global Internet number registration. The panel was followed by vibrant discussion, with many governments and other attendees contributing. Many expressed concern about the timeline leading up to the expiration of the current contract in September 2015, and the challenge of reaching an agreement on a proposal for future IANA oversight upon which all affected communities can agree. RIPE NCC Chief Scientist Daniel Karrenberg was among those who stressed the importance of early and effective communication between all parties to assure the best chance of a widely accepted outcome to the process. Several governments also suggested the possibility of a neutral third-party assuming the oversight role currently held by the National Telecommunications and Information Administration (NTIA). Others noted that such an arrangement would be contrary to preferences already expressed in the RIR and Internet Engineering Task Force (IETF) communities. The meeting also included discussion of upcoming Internet governance events, particularly the International Telecommunications Union (ITU) Plenipotentiary 2014 (PP14). Chris Buckridge presented on the RIPE NCC's priorities going into this event, and the focus on providing expert technical advice to ITU Member States, particularly when discussions touch on issues such as IP address registration, allocation and policy-making. By publishing the draft document now, the RIPE NCC membership has six weeks until the General Meeting (GM) on 5 November 2014 to review and discuss the contents of the document.
