Hello RIPE NCC members, This is a special edition of the Member Update for RIPE 83, taking place next week from 22-26 November. Alongside the RIPE Meeting, we will also have our RIPE NCC General Meeting on Wednesday, 24 November from 16:30-18:30 (UTC+1). We’ll also have Working Group sessions throughout the week where you can discuss current topics and participate in chair elections. And RIPE 83 will have social sessions and coffee breaks that are the perfect opportunity to network with fellow engineers, operators and Internet stakeholders. You’ll even have the chance to meet the RIPE Chair Team and the RIPE NCC Executive Board. Don’t miss out! Registry -- LIR Stats Number of LIRs: 23,785 (+83) Number of members: 20,296 (+8) LIRs with IPv6: 16,563 (+113) IPv4 addresses transferred in October: 1,199,680 (+353,088) -- IPv4 Runout and Waiting List Since November 2019, we’ve provided /24 IPv4 allocations via a waiting list system, according to RIPE Policy. These /24s are only available for LIRs that haven't received an IPv4 allocation from us before. Over the last year and a half, we had more recycled IPv4 address space available than was demanded. This meant that all requests could be processed immediately. Over the past six months, we’ve seen increased demand for allocations from new LIRs, and as of this week, we have no available IPv4 address space remaining. Requesters will now have to wait until space becomes available again in the future. We also collect input from members there that we can plug into future quarterly plans. At the moment, we have published plans for RPKI, the RIPE Database and our business applications. There will be presentations by RIPE NCC staff about current policy issues as well as feedback from the RIPE NCC Registry Services. Information Services -- MAT Working Group Session The MAT Working Group session will take place during RIPE 83 on Thursday, 25 November. During the session, you will be able to discuss how the RIPE NCC and the RIPE community can collaborate on tools for data gathering and analysis of the Internet and its infrastructure. The session will be on Thursday, 25 November at 17:00 (UTC+1). -- RIPEstat UI We updated our RIPEstat UI earlier this year, and we are continuing to refine the UI based on community feedback. Dear RIPE NCC members, There is one week left to register for the RIPE NCC General Meeting (GM), which takes place from Wednesday, 24 November at 16:30 (UTC+1). *Registration for the GM closes at 14:30 (UTC+1) on Wednesday, 24 November 2021.* You can register now at: https://www.ripe.net/participate/meetings/gm/meetings/nov-2021 Over 1,100 members have registered to vote, and we hope to see this number increase before the GM opens. Members who register for the GM will receive a link to participate and vote remotely on 24 November before the meeting starts. Please note that if there are any questions you would like the Executive Board to answer at the General Meeting, you can email them to agm(a)ripe.net by 12:00 (UTC+1) on 24 November 2021. We will collate them and present them at the General Meeting in addition to the questions asked during the GM. [news] 149th RIPE NCC Executive Board Meeting - Summary Notes

Dear RIPE NCC members, The RIPE NCC Executive Board held its 149th meeting on 29 October. The minutes from the meeting are now available: https://www.ripe.net/about-us/executive-board/minutes/2021/minutes-149th-ex… The Executive Board publishes the minutes of its meetings so that the workings of the Board and the decisions it makes are transparent for the membership that it represents. The following is a summary of the main items from the meeting. Further details are available in the minutes. ----------------------- Main Items ----------------------- - Hans Petter Holen presented three possible models for a new Charging Scheme from 2023 - the current model "one fee plus PI", "resource-based", and "categories based on resources with and without separate PI/AS". The Board decided to present the "categories based on resources" model both with and without a separate fee for ASNs and Provider Independent (PI) resources for feedback at the upcoming GM. The proposal will be refined based on member feedback before members vote on the Charging Scheme at the GM in May 2022. - The Board agreed on the distribution of risk categories of Integrated Risk Management between Board members. - Felipe Victolla Silveira presented the Sanctions Transparency Report. The Board discussed the report, advised for further clarification of certain aspects and agreed to publish it. - Hisham Ibrahim presented a business plan for Certified Professionals to recover invested costs with a defined, controllable and phased approach. The Board agreed to the first phase of this plan. - The RIPE Chair, Mirjam Kühne, briefed the Board on what is happening in the RIPE community. This included preparations for RIPE 83, at which the Board agreed to be available for questions and discussions with participants. - Concerns from a member regarding voting transparency at the General Meeting were discussed. The Board agreed to address these concerns personally. ---------------------------- Resolutions Adopted ---------------------------- - The minutes of the 148th Board meeting were approved. - The Board authorised RIPE NCC Management to continue engagement with the current audit firm for the period from 2022-2024. - The Board approved the proposed amendments to the RIPE NCC procedural document “Due Diligence for the Quality of the RIPE NCC Registration Data”. - The Board approved the proposed amendments to the RIPE NCC procedural document “Inter-RIR Transfer of Internet Number Resources”. We ask that you read it and share any feedback on <members-discuss(a)ripe.net>. For the first time, accompanying this year’s Activity Plan is a separate strategy document that looks ahead to the next five years. You will find this in a separate announcement. Members can now comment on these draft documents, after which they will be discussed at the General Meeting (GM) alongside RIPE 83 on Wednesday, 24 November 2021. Dear members, Today we published the Draft RIPE NCC Strategy 2022-2026. It is available as a PDF at: https://www.ripe.net/draft-strategy-2022-2026 This five-year strategy is an important document that will guide our work in the coming years. Each Activity Plan and Budget over the next five years will adhere to the strategy outlined in this document. The document also sets out the factors that we will need to be conscious of as we pursue our strategy, and it lays out the vision, mission and values that will support us in fulfilling our strategic objectives. We invite you to review our draft strategy and share any feedback or comments on the Membership Discussion mailing list <members-discuss(a)ripe.net>. We are especially interested to know if this strategy meets the expectations of members and sets out the right path for us to follow in the coming years. Dear colleagues, The RIPE NCC Community Projects Fund (CPF) supports projects working for the ‘Good of the Internet’ with a total fund of €250,000. We opened the call for applications in June 2021. The application period was open for just over six weeks and more than 20 applications were received. The RIPE NCC Community Projects Fund Selection Committee has reviewed the applications and is happy to announce that the following projects have been selected as the 2021 funding recipients. Dear RIPE NCC members, The RIPE NCC Executive Board held its 148th meeting on 23 and 24 September. The minutes from the meeting are now available: https://www.ripe.net/about-us/executive-board/minutes/2021/minutes-148th-ex… The Executive Board publishes the minutes of its meetings so that the workings of the Board and the decisions it makes are transparent for the membership that it represents. The following is a summary of the main items from the meeting. Further details are available in the minutes. ----------------------- Main Items ----------------------- - On the topic of sanctions, the RIPE NCC revisited the interpretation of “Economic Resource”, and external legal advice confirmed the existing understanding that it covers all Internet Number Resources (IPv4, IPv6 and ASNs). A clarification based on case law has been added when reviewing Ultimate Beneficial Owners (UBOs) for government entities. - RIPE NCC’s COO, Felipe Victolla Silveira, reported on the recent drop in service level. New staff have been hired to help with the workload. - The Board discussed the outcome of the Charging Scheme survey and dedicated Open House and asked the RIPE NCC to propose Charging Scheme models at the next meeting. - Hans Petter Holen presented the draft RIPE NCC Strategy 2022-2026. The Board provided feedback and approved for publication a revised version of the strategy on the second day of the meeting. - RIPE NCC staff presented on the Activity Plan and Budget 2022. One notable change from 2021 is that RIPE Atlas and RIPEstat are moving from Research and Development to Information Technology, and IT Security will move to Organisational Sustainability. Budget-wise, the 2022 income will be 4M lower with an estimated 22,500 active LIR accounts. - The Board approved the RIPE NCC’s updated Cloud Strategy Framework for publication. - The RIPE Chair, Mirjam Kühne, gave an update on RIPE 83, the new Code of Conduct, the RIPE Database Requirements Task Force and current efforts on visibility and engagement. ---------------------------- Resolutions Adopted ---------------------------- - The minutes of the 145th, 146th and 147th Board meetings were approved. - The Board reviewed and approved the RIPE NCC Treasury Statute, according to the agreed yearly review cycle. - The Board approved the publication of the Draft RIPE NCC Activity Plan and Budget 2022. - The Board approved the publication of the draft agenda for the RIPE NCC General Meeting in November 2021. - The Board reviewed and approved the draft RIPE NCC Strategy 2022-2026 and asked the RIPE NCC to publish the document.
