Dear colleagues, There is a call for nominations from the RIPE NCC service region to fill one vacant seat on the Number Resource Organization (NRO) Number Council (NC). The three-year term of Dmitry Kohmanyuk ends on 31 December 2015. The election to the NRO NC seat will take place during the Plenary at the RIPE 71 Meeting to be held in Bucharest from 16-20 November 2015. All members of the Internet community who are present at that Plenary may vote in the election. The deadline for nominations is 16 October 2015. Any individual residing within the RIPE NCC service region is eligible for nomination, except Regional Internet Registry (RIR) staff members. Self-nominations are permitted. Please send your nominations to <nominations at ripe.net> by 23:59 UTC on 16 October 2015. All confirmed nominations will be listed on the RIPE NCC website by 19 October 2015. [news] RIPE NCC Receives a /14 from IANA's Recovered IPv4 Pool

Dear colleagues, Yesterday, on 2 September 2015, the RIPE NCC and other Regional Internet Registries (RIRs) were each allocated a /14 of IPv4 address space from the Internet Assigned Numbers Authority (IANA). The RIPE NCC received the IPv4 address ranges 45.66.0.0/15, 139.28.0.0/16 and 152.89.0.0/16. We are currently adding this to our available pool. Following the exhaustion of IANA's free pool of IPv4 addresses in 2011, when the RIRs received their final /8s, a global policy caused IANA to create a recovered pool of leftover and returned IPv4 address blocks. This policy was ratified by all five RIR communities in 2012 and stated that IANA would begin making equal, periodic allocations from the recovered pool when the first RIR reached a /9 of remaining addresses. This point was reached by LACNIC, the RIR for Latin America and the Caribbean on 20 May 2014, triggering the global policy and the first post-exhaustion allocation from IANA. The RIPE NCC will continue to distribute these according to the current last /8 policy, under which Local Internet Registries (LIRs) may receive a one-time /22 allocation (1,024 addresses). It is important that network operators continue to deploy IPv6 on their networks to ensure the future growth of the Internet. This message is sent on behalf of the Number Resource Organization (NRO). ------------------------------------------------------------------------------------------------------- IANA STEWARDSHIP TRANSITION COORDINATION GROUP (ICG) CALL FOR PUBLIC COMMENT ON IANA STEWARDSHIP TRANSITION PROPOSAL For the past 12 months, many in the Internet community have worked hard to formulate a plan for the transition of stewardship of the IANA functions away from the U.S. Government and into the hands of the broader Internet community. Working with and on behalf of the Internet Number Community, the CRISP Team built a plan for the IANA numbering functions, and this now forms part of the transition plan developed by the IANA Stewardship Transition Coordination Group for all of the IANA functions. We are now very close to the end of this long and complex process, and the Number Community has devoted many hours to meetings and discussions around the plan. At this stage of the process, to ensure the success of the transition, it is vital that the global Internet community expresses its support for the ICG proposal. These new criteria are hierarchical and geographical structure and segmentation for security and planned longevity. The current requirements, number of users and extent of infrastructure, are retained. This message is sent on behalf of the Number Resource Organization (NRO). ------------------------------------------------------------------------------------------------------- CALL FOR COMMENTS FOR THE SECOND DRAFT SERVICE LEVEL AGREEMENT (SLA) FOR THE IANA NUMBERING SERVICES NRO – PUBLIC CONSULTATION Open until: 31 August 2015, 23:59 UTC Background On 15 January 2015, the Consolidated RIR IANA Stewardship Proposal (CRISP) Team submitted the Internet Number Community Proposal to the request for proposals issued by the IANA Stewardship Coordination Group (ICG). One of the key elements of the Internet Number Community proposal is to replace the current NTIA IANA agreement with a new contract, a Service Level Agreement (SLA) between the IANA Numbering Services Operator and the five RIRs. A first draft of the SLA was produced on 1 May 2015 and opened for public comments until June 14th 2015. The first draft of the SLA is available at: https://www.nro.net/sla-v1 Discussions about the development of the SLA have occurred in all RIR meetings at: APNIC 39 (2-6 March 2015), ARIN 35 (12-15 April 2015), RIPE 70 (11-15 May 2015), LACNIC 23 (18-22 May 2015) and AFRINIC 22 (3-5 June 2015). Results of this discussion are documented in the NRO website at: https://www.nro.net/sla-development Second Draft SLA As a result of the public consultation of the first draft of the SLA and the RIR meetings discussions, a second draft of the SLA has been produced and is available at: https://www.nro.net/sla For the sake of clarity, you can find a track changes version with the first draft at: https://www.nro.net/sla-track-changes Additionally, a document with the comments received during the consultation period and the legal team responses is available at: https://www.nro.net/sla-comments All interested parties are now encouraged to review and comment on this second version of the draft proposal; including members of the RIRs, ICANN, and their communities; members of the CRISP Team and the ICG; and any other organisations and individuals. It responds to the principles included in the Internet number community proposal and is based on the already existing provisions of the NTIA IANA agreement. The content of this draft is NOT the result of negotiations with ICANN or any other parties. It is written in such a way so that it can be signed as part of the implementation of the IANA transition when this occurs or before, without pre-judging the outcome of the ICG coordinated proposal. The draft includes legally important provisions, such as those that regulate the five RIRs acting together and being responsible collectively before ICANN. It includes background and definitions. This draft SLA also includes explanatory footnotes that reference the source of each article according to the Internet number community proposal principles or the NTIA IANA agreement. Next Steps During this final public comment period, the CRISP team is encouraged to review the draft SLA and its consistency with the principles of the Internet number community proposal. ICANN in particular is encouraged to review the draft in detail, and to submit any and all final comments during this period. All comments received by the deadline will be processed by the legal team of the RIRs and, as appropriate, included in a further and final draft of the SLA which will be presented to ICANN as the proposed final SLA. It is hoped that this document will be agreed by ICANN without further changes.

This message is sent on behalf of the Number Resource Organization (NRO). ------------------------------------------------------------------------------------------------------- CALL FOR COMMENTS ON CCWG-ACCOUNTABILITY’S 2ND DRAFT PROPOSAL The Cross Community Working Group on Enhancing ICANN Accountability (CCWG-Accountability) has published its 2nd Draft Proposal with proposed improvements to ICANN’s accountability framework. You can find the proposal here: https://www.icann.org/en/system/files/files/ccwg-draft-2-proposal-work-stre… In a previous public comment period in May 2015, CCWG-Accountability sought feedback on the direction of its proposal and preferences among the alternatives that were proposed. CCWG-Accountability has incorporated this input and is now seeking agreement on whether or not the proposal meets the community’s requirements. The comment period closes on 12 September 2015 at 23:59 UTC.
