Repeating "IPv4 is so expensive" and "but we cannot deploy IPv6 here, for unspecified reasons" is not going to fix anything. Especially in regions where there is no large established base, rolling out IPv6 only + DNS64/NAT64 is a fairly reasonable strategy - look at what India's mobile networks did (all of them, after Reliance demonstrated that "yes, it can be done, as soon as you stop find arguments against").
