Mr. Doering, The actual voters are reflecting the whole RIPE community, hence nearly 4000 members are supporting me. And I did receive more votes than the initial votes of the elected #3 and only because the voting system that elected #1 can ask his voters who to support in the next seats, the elected #3 was elected. If a majority in a task force can decide to dismiss one of the task force members then a task force will never be diverse. This is exactly what happened here, a majority of people that know themselves well before the task force decided which task force members they want and which they don't want. It was not clearly stated – we just didn’t have enough time for this – but everyone was expected to follow the Code of Conduct for RIPE Meetings. However, Elad clearly said that he is not following the CoC. The Task Force is expected to produce an useful output for the Executive Board and to help clarify the RIPE NCC election procedures. We have a short time to organise several meetings and exchange opinions. Developing and accepting our own CoC means stealing time from ourselves. We should be able to behave in a small group without a rules written in stone. And the Task Force should be a place for a comfortable work, not for fight and defense. I am sorry that this wasn’t true in the very beginning of our work. I would like to prevent resignations from the Task Force. The TF members should not feel any fears and threats caused by any other TF member. And all this above and the motion from the TF members for removal led me to a decision to dismiss Elad Cohen from the RIPE NCC Executive Board Election Task Force, effective immediately. Dear Clement, all Thank you for sharing your concerns and apologies for the late reply. We recognise that providing documentation can take a lot of time and keeps you from your real work. However, we need to be clear on exactly who the resource holder is - to prevent hijacks as you note, but also to avoid legal disputes over the resources in the future. This is a risk when company structures are changing or companies are being spun off, and untangling this to see what is actually changing is not always straightforward. Our transfer procedure was updated after a board resolution in 2016 which stated that all transfers, including mergers and acquisitions, must follow the RIPE transfer policy unless supported by documentation from a national authority[1]. This closed a well-known and abused loophole that members were using to transfer resources outside of the policy. The other important point to note here is that under Dutch law, memberships are not transferrable. What we therefore need to establish in these cases is whether a separate legal entity is receiving the resources. If this is indeed what's happening, they will need to become a member. This is because a non-member cannot receive resources and they are not able to assume the membership of the company they are getting the resources from. Of course, if the receiving party is already a member, they will not have to open an additional membership to acquire the resources. Finally, it is worth noting that we have invested quite a lot of effort into improving our due diligence processes. We have recently developed an approach that should ease a lot of the burden for members in terms of documentation. We will share some more details about this in the near future. EB Election Task Force and Moderating members-discuss

Dear members, I would like to first address the issues around the Executive Board Election Task Force. We decided to appoint all those who volunteered for the task force. We did so to be as inclusive as possible and to ensure a wide variety of views from as diverse a group of people as possible. The board has no issues with any views regarding the election process, and it is right to give people the benefit of the doubt. However, behaviour on the mailing list and on the task force must adhere to the RIPE Mailing List/RIPE Forum Code of Conduct, which is available at: https://www.ripe.net/participate/mail/ripe-mailing-list-ripe-forum-code-of-… The board has delegated to the task force and its chair the powers to warn and if necessary remove members of the task force who do not adhere to the code of conduct. I also regret to inform you that the Executive Board has decided to again place the members-discuss mailing list in moderation. We had hoped that lifting moderation outside an election campaign would be possible, but this has proven not to be the case. Moderation will remain in place at least until the next RIPE Meeting takes place. Emails will not be approved to be posted to the list that do not meet the requirements of the code of conduct or that do not meet the intended purpose of providing members with a means to discuss membership issues among themselves. The moderators of the list will be one member of the Executive Board and one member of RIPE NCC staff. Mails will be moderated during office hours. Follow-up on Moderation of Mailing List

Dear members, This week, the Executive Board placed members-discuss into moderation. We subsequently removed several messages from the archives that contained incredibly explicit, discriminating and abhorrent content. Further, these mails were impersonating representatives of RIPE NCC members and were clearly intended to be harmful to them. These mails breached the code of conduct that we expect members to follow on the mailing list on many levels. We therefore took the unprecedented step of removing the content of these mails and marked them as [Moderated] in the archives. I sincerely hope this is the last time we need to take such actions. I believe we can all agree that the behaviour that warranted the measures taken yesterday was not something we want to see again. I ask you to be civil in your discourse, to avoid aggravating fellow members and member representatives, and above all to treat each other with the respect that we deserve. Our membership plays an extremely important role in advancing the Internet in our part of the world. Let us remember that we can do this much more effectively when we work together to solve our disagreements positively and constructively. I was just made aware that a spoofed message was sent to the mailing list claiming to be me. Investigating it currently, if it is to any help, if you check the message ID in the headers, it doesn't use my mail domain or Ip address. - Cynthia
