Feedback on Mailing List/Board Election Issues

Dear members, Those of you following this mailing list may have noticed some disruption as we approached the last GM. Many of you shared your concerns, either on this list or by emailing the board directly - thank you. At the last GM, we promised to follow up with more details. With the election out of the way, we can now discuss whether changes are needed to avoid repeats of this behaviour in the future. >From the feedback we received, we can identify three main areas of concern: 1. Contact information was taken from the RIPE Database and/or the list of RIPE NCC members and was used to spam members with unsolicited emails. 2. Actions on this list were not in line with expectations outlined in the RIPE community's Code of Conduct and were generally unacceptable. There were also concerns that this behaviour, along with some of the allegations made on the mailing list, were damaging to the RIPE NCC's reputation. 3. The person responsible for the above behaviour was able to stand as a candidate in the RIPE NCC Executive Board elections. There were some voices asking for a process to exclude this candidate from the elections. In this email, I would like to look at issues #1 and #2 individually (#3 will be covered in a separate email after further discussion by the board). 1. ABUSE OF MEMBER CONTACT INFORMATION Many of you will recognise that this is not exactly uncommon. In the past there have been a number of instances where third parties (usually vendors or IPv4 brokers) have spammed RIPE Database contacts. When notified, the RIPE NCC follows what is generally considered common practice in these cases: it notifies the responsible party that they are violating the terms of the database and asks them to stop. The RIPE NCC reserves the right to pursue further legal action, though warnings have generally been enough to stop the behaviour. No one likes spam, and we appreciate that many of you want the RIPE NCC to do more, especially as this is a violation of your data protection rights. As long as the RIPE Database remains an open and public database, we expect that this may continue to be an issue. Perhaps this is something for members to raise with the RIPE Database Requirements Task Force on an individual basis. Individual members are also within their rights to report cases to their local data protection authorities where their personal information has been abused (the RIPE NCC is not able to do this on their behalf). 2. UNACCEPTABLE MAILING LIST BEHAVIOUR / DAMAGE TO THE RIPE NCC'S REPUTATION Regarding mailing list behaviour, in most cases this should not be complicated. The board is responsible for this list and it is within our remit to moderate or remove members from the list if we believe they are acting inappropriately. However, in this case the person who was abusing the mailing list was a candidate in the board elections. This led to concerns that we might be exposed to legal claims that we had attempted to influence the outcome of the election through any actions or statements in relation to this behaviour. Given the number of complaints we received, the board eventually took the decision to put the mailing list into moderation. One board member who was not up for re-election and one RIPE NCC staff member made the decisions on what to moderate, and an unmoderated archive allowed for a transparent record of what was removed: https://www.ripe.net/ripe/mail/archives/members-discuss-unmoderated/2020-Ma… Regarding the concerns about damaging the reputation of the RIPE NCC: while there is a provision in the Standard Service Agreement (SSA) that allows for the agreement to be terminated in the event that the RIPE NCC's reputation is damaged, in this case no one seemed to believe the claims, so no actual “damage” occurred. It therefore appears that the only issue that requires further investigation is how the board can ensure appropriate conduct on this mailing list when the person in question is a candidate in the board elections. The board would like to know your thoughts: - Should the same approach be used next time (moderation + unmoderated archive for transparency)? - Does the membership feel confident with moderation being overseen by the Executive Board and RIPE NCC staff, or would you prefer an alternate arrangement - Is there value in a task force of members to examine these issues? 3. ABILITY TO STAND AS A CANDIDATE IN BOARD ELECTIONS As mentioned above, the board is giving special attention to this issue. We plan to discuss this in a separate email in the near future. Hi Felipe If I was in the need of additional IPv4 space, I would much rather go to a location that is (a) central (b) legitimate (c) verifies that the transferer actually has the rights to the address space and (d) where I can be reasonably assured the sellers abide by RIPE policies. I assume following recent discussions that those brokers found breaking RIPE policy are now actively being removed, so this list is probably the best I could hope for. And any other listing service would not have the ability that you do to verify that the user has the address space in question registered to them. I would much rather this service continue to be maintained by the NCC than have to trawl the internet and deal with some of the shadier characters out there. And I don't feel it is a big ask of the NCC, as it falls under the core remit of responsible stewardship of the resources. And a note on the timing and your perceived utilisation statistics. Just because I have not had a need for it just yet, does not mean I cannot foresee a circumstance in the near future where I will need it. We have only just reached the point of IPv4 runout. I would also raise concerns that "a full reimplementation would be needed to continue supporting it" - how has it been allowed to be developed in such an unmaintainable manner that this is the only way to continue operating it? Hello, Generally speaking I am happy with RIPE so please consider this only as a feedback, not as a complaint. I don't think that some bad stats necessarily warrant the total discontinuation of this service. Maybe RIPE should not act as a company that discontinues a product that is not popular. Maybe if the service would be truly enhanced, it would have more users. Additionally we can't know for sure where things will go in the future. Up until recently RIPE members were getting one /22 upon signup. As this is now gone, some LIRs might need to start purchasing. I might be very wrong but I feel that RIPE should have involved a lot more from the very start in most regards associated with this problem (cleaning up the unfair LIRs, some supervision, escrow etc) so that any exchange is done in a protected/vetted environment for it's members. Again, apologies if I don't comprehend the scale of the implications of such expectations. I don't know what resources it would require to be enhanced but when it comes to such an expensive resource as IPv4 (which is only going to get even more expensive as the time passes by), we would very much want some RIPE services in this regard for a little bit more peace of mind. So as a member we "vote" to keep this service either in the current form or in an enhanced one. Kind regards! Hello, We used the listing service for reaching interested parties while taking offers. Having such a list brings the right people together. If there was no such list, we had to contact a broker. Hello Felipe, I think that this service is useful. I have been able to reach one of the listing LIR in the past, in order to acquire an inetnum for a customer of mine. Maybe it is not useful in term of providing specific address space available, but at least in term of seing which LIRs may have subnets available, and which LIRs are seeking for subnets. Having a list of "LIRs searching for /xx to /yy", and "LIRs offering /zz to /tt" (without having the specific block list made public, but only having it available for RIPE NCC staff), could still be valuable, IMHO. Respectfully there are only about 70-75 countries in RIPE as per https://www.nro.net/list-of-country-codes-in-the-ripe-ncc-region/ <https://www.nro.net/list-of-country-codes-in-the-ripe-ncc-region/> not over 100 thats some 25% or more difference - its important to be accurate with numbers and facts here. First of all, RIPE doesn't own the IP addresses allocated to it. Why would you just assume they do? Somehow you've decided that RIPE owns the IP ranges and we (LIRs) just get to borrow them from RIPE and therefore leasing a legitimately acquired block to someone else that needs it is forbidden or something. All that is completely false. Since ipv4 will run out one way or another, the short version is that RIPE/membership has decided not to waste resources aggressively reclaiming ipv4 (and only stay certain execution a short time), but to put those towards getting ipv6 adopted. I have a default reply for these... Hi, If you have unused IPv4 it should be returned to the pool. RIPE own the IP addresses, not you. I have informed RIPE of your position. Nothing ever seems to happen though, which is odd given that RIPE are the actual owners of the IP addresses it should be simple for them to reclaim any listed as for sale or lease? "freedom of expression" and not having "censorship" are not just legal issues restraining governments, but principles that we should strive for at any level of communication in a free society. That "most counties" have places limits on it is in no way an argument for whether it's a good idea to do so by governments or elsewhere (nor of whether they had the right to do it or if even had the intended effect). That there is no legal right to not be censored "on some mailinglist" (by RIPE or anyone else) doesn't mean there's not a moral right or that it isn't a good idea in general to allow maximum free expression. Consider that the fact that Elad had the opportunity to show us all what kind of person he is almost certainly caused people (including me) to register to vote to prevent him from getting any kind of power in RIPE. This is free expression directly leading to more democracy, the fact that some people may have been annoyed, offended or hurt doesn't, in my opinion, weigh up to that result at all. Fellow members, I have received multiple times (to many of the LIRs I manage contact emails), this night, an e-mail coming from a RIPE NCC Board candidate, who promotes his candidacy. Be his candidacy admissible and decent or not, is not the point. But, is that kind of mass-mailing correct ? Is there an abuse contact for such a behaviour ? Thanks ! -- Clément Cavadore

Placing Members-Discuss in Moderation

Dear members, Today, the Executive Board held a formal meeting in order to officially resolve the appointment of Hans Petter Holen as Managing Director of the RIPE NCC. In light of recent activity on the members-discuss mailing list, we also resolved to place the members-discuss mailing list in moderation until 1 June. This follows numerous complaints that have been made about mails that are off-topic and/or contain material that does not show tolerance or respect for fellow members of the list. The resolution and accompanying text is contained in the draft minutes: https://www.ripe.net/about-us/executive-board/minutes/2020/minutes-134th-ex… With this resolution, the principles of the RIPE Mailing List/RIPE Forum Code of Conduct will be applied to the members-discuss list. Emails that do not meet the requirements of that code of conduct will not be approved to be posted to the list. Mails that do not meet the intended purpose of providing members with a means to discuss membership issues among themselves will also not be approved to be posted to the list. The moderators of the list will be the Executive Board Secretary and one senior member of RIPE NCC staff. Mails will be moderated during office hours. I am going to ask questions to learn more about your idea and yourself. 2) I don't support any candidate so I am not voting for anyone else or you. So; don't tell me that I will support someone else, thus I am asking you questions. 3) I don't have a hidden agenda about IP V4 or V6, and I personally don't sell them. Let's start with questions; I will share your answers with my friends who work in the network field. We have a small group of 40 people and our total experince in routing is 650 years. - You have an idea, OK. 1) Did you make any research about to implement your idea, in regards to economics, and adaptation rates around the globe? 2) Do you personally or worked with a team of people who designed the chips on the routers or the software runs on them, I want to learn this very much, maybe you have designed a software which we don't know, that is running currently and you want to improve it. 3) Do you personally own or work with a team of people who have patents for the current protocols including the ones you mention and try to improve? 4) Do you have a team to implement your idea work together, if yes please share their names with details on a website, so we could understand how good you structure your team to make your ideas true? 5) Do you or your "maybe" existing team know how routers work, if you wish we can choose cisco, juniper, extreme, brocade anything you wish, I want to learn did you studied about their current working software setup dealing with BGP and how they manage the traffic and do you have a blueprint of the changes that you want to be implemented in regards to packet processing and cam/fib tables? 6) Did you contact any vendor about your idea before implementing your changes to their equipment via hardware or software solution? 7) If you contacted them what kind of replies did you get? ( You tell us nobody understands your idea, maybe they understand, so I want to learn) or did they attack you also? 8) Did you ever worked in a network ecosystem with more than 5+ BGP peers and also 100G + network traffic before, if yes could you please explain me how does your idea fit with the ack of the source in this amount of traffic, you can calculate the number of packets per seconds yourself if you know. 9) How do you plan to run the backend do you have any kind of blueprint, design or project about that, let us see that also? It can be just your notes, can you give an URL that we can read about it? 10) Do you have a working model of this "idea" in any kind of test lab you have or rented that works on software-based routing devices? Virtual Routers? What are the results you get there? Any information on this? I am asking all these questions to you to learn more about you and your project. My notes for you; - You don't need to be a ripe chair if you want to change the world in regards to networking to a better place, you don't need titles Elad, you just need really good ideas that people respect and which you could provide with more detailed information. - Also please don't tell everyone is attacking you, if you think they are, why you are saying this" they are attacking me because of"; instead fight with your ideas, bright thoughts, what you bring on the table?
