The RIPE NCC has always been the first RIR to implement reforms and develop new technologies. You have been searching for a fair and accurate membership fee calculation method for last 3-4 years, but why you do not propose to all members paying a fee per ipv4 (but not lower then X Euro) + other per object fees. This will be most fair method. Now 90% of small members are paying for big telecom companies... I didn't follow precedent discussions, may be I do not know and you discussed this before - sorry.
