Multi-Stakeholder Forum on Internet Standards Deployment

Hi all, The European Commission is setting up a Multi-Stakeholder Forum on Internet Standards Deployment, looking into strengthening the deployment of existing standards and operational best practices in four areas: - IPv6 - modern E-mail communication standards - DNS security - Routing security & hygiene The initiative was presented during its conceptual phase at RIPE 90 in this working group. The idea is to bring together valuable deployment expertise to capture proven approaches in multi-stakeholder guidelines that support broad and coordinated adoption across sectors. Participation is open to anyone with relevant experience and interest. DNA Consultation & EU International Digital Policy Strategy

Colleagues Today, the European Commission opened a Call for Evidence inviting stakeholders to share their input ahead of the Digital Network Act (DNA) legislative initiative -- for which a proposal is expected in Q4 2025. The deadline for this call is 11 July 2025. https://ec.europa.eu/info/law/better-regulation/have-your-say/initiatives/1… In addition, yesterday the European Commission and EU's High Representative published a Joint Communication on an International Digital Strategy for the EU: https://digital-strategy.ec.europa.eu/en/library/joint-communication-intern… Among other things, the Strategy reaffirms the EU's support to the multistakeholder approach to Internet governance by stating the following: *"The EU will continue to proactively defend the general availability and integrity of the Internet as a global, interoperable network of networks, reflecting the importance of the multistakeholder model of internet governance, for example in the upcoming editions of the Internet Governance Forum (IGF) and World Summit on the Information Society 20-year review (WSIS+20) negotiations. The deadline to submit input is 21 May. Dear colleagues, Last week, the Number Resource Organization Number Council (NRO NC) published the draft "RIR Governance Document" intended to update ICP-2, the document that establishes the criteria to recognise Regional Internet Registries. This draft is the outcome of the NRO NC's review of ICP-2, the publication of draft principles to update it and subsequent community feedback on those principles. The draft includes details related to governance, ecosystem, life cycle, recognition and operation of RIRs. It also outlines principles for the potential ‘derecognition’ of an RIR if it fails to adhere to the established criteria. Hi colleagues, FYI the European Commission has opened a consultation on the evaluation and revision of the EU Cybersecurity Act (CSA): https://ec.europa.eu/info/law/better-regulation/have-your-say/initiatives/1… This call for evidence on the CSA revision is part of the Commission’s simplification agenda, and covers the evaluation and revision of ENISA's mandate and the European Cybersecurity Certification Framework (ECCF), as well as applicable cybersecurity requirements and reporting obligations. As the briefing document attached to the webpage notes, *"the revision of the CSA is an opportunity to further simplify cybersecurity relevant requirements across horizontal and sector-specific acts to facilitate effective implementation, reduce the administrative burden and ensure a business-friendly environment."* The consultation is running until 20 june. Dear Maarten and colleagues Thank you for sharing some of your feedback here on the list. Having seen no volunteers on the list to join you just as yet, and as the deadline for the comments is approaching, perhaps, the co-chairs could draft a statement, based on your list of concerns, and relate it as a feedback to the current draft? The feedback itself should not represent any commercial interests or interest of any manufacturer but precisely comment on the broadness of the terms used such as “network management system”. We would of course, run the draft by our members to see if there’s any objection or support for it. He was committed to his work and he was an outstanding champion of a free, open and secure Internet. He stepped down as vice-chair of the GAC only a few weeks ago at the ICANN meeting in Seattle and I know how much it meant to him to receive the thanks and best wishes of so many good friends and colleagues there. My team is planning to put together a memorial book that we can give to his family to commemorate his contribution and to celebrate his memory. If you would like to include a message then please email me and we will paste it into the book. We are in touch with his family and we will pass on any more information that becomes available. CIRA research questionnaire

Dear all, I’m following up on the presentation that I delivered at the recent RIPE Meeting on a research project that I’m doing with the folks at CIRA (the Canadian Internet Registration Authority). The subject of the research is the Internet technical community’s perspective on multistakeholder governance as we approach WSIS+20, and as a key element of this work, we’ve developed a questionnaire for members of the Internet technical community I’d like to invite and encourage the folks on this list to respond. You can find the questionnaire (a Google Form) here: http://cira.ca/research The planned outcome is a paper to be published early in the new year that will draw on the responses received to the questionnaire, and contribute to the technical community’s conversation about what we hope to see come out of this WSIS review, and what we can bring to the table. The technical community’s own governance processes were an important influence on the WSIS embrace of multistakeholder governance; at this inflection point for digital governance more broadly, how will the technical community contribute to the ongoing evolution of that approach? The paper isn't intended to be a comprehensive survey of the “technical community’s views", but I’m hoping it can capture some important insights and ideas from those who’ve helped to drive the “open, transparent, bottom-up” policy processes that are at the Internet’s core! All responses are anonymous, and I’m looking for personal perspectives, rather than institutional positions. The deadline is listed as this week (apologies for the late follow-up), but I’m more than happy to take responses up to the end of next week (22 November). Request for endorsement of Open letter on dispute mechanisms "Preserving the Open Internet"

Dear colleagues and members of the WG The Internet Society has drafted an open letter addressed to Ms Virkunnen, the Commissioner-designate for Tech Sovereignty, Security and Democracy. They are looking for endorsements of the letter with regards to the concerns of proposed dispute settlement mechanisms between Content Application Providers (CAPs) and Telecom operators for IP connectivity. As the Coop WG contributed to the EU consultation on this very topic last year, through the Small Task Team report, we encourage members to review the letter and consider endorsing it. Julf and I are considering signing the letter as Co-Chairs, given the short time-frame to gather endorsements from the entire WG. Please note that Achilleas will be recusing himself from this matter.
