Colleagues, Flagging that the European Commission is running a short consultation ahead of the EU International Digital Policy Strategy expected to be published next month. The deadline to submit input is 21 May. This will be a Joint Communication led by the European Commission and the European External Action Services (EEAS) to outline the EU priorities and modalities of cooperation with international partners in digital and tech policy. It will also cover Internet governance in light of the upcoming WSIS+20 review and the future of the IGF. Mr. Ekitela Lokaale, permanent representatives of Kenya to the UN, and H.E. Ms. Suela Janina, permanent representative of Albania to the UN as co-facilitators for the WSIS+20, who will lead the overall review of the implementation of the outcomes of the World Summit on the Information Society. (WSIS) 2. IGF 2025 Workshops selected The following workshops have been selected from the list of submitted proposals. Dear colleagues, Last week, the Number Resource Organization Number Council (NRO NC) published the draft "RIR Governance Document" intended to update ICP-2, the document that establishes the criteria to recognise Regional Internet Registries. This draft is the outcome of the NRO NC's review of ICP-2, the publication of draft principles to update it and subsequent community feedback on those principles. The draft includes details related to governance, ecosystem, life cycle, recognition and operation of RIRs. It also outlines principles for the potential ‘derecognition’ of an RIR if it fails to adhere to the established criteria. Hi colleagues, FYI the European Commission has opened a consultation on the evaluation and revision of the EU Cybersecurity Act (CSA): https://ec.europa.eu/info/law/better-regulation/have-your-say/initiatives/1… This call for evidence on the CSA revision is part of the Commission’s simplification agenda, and covers the evaluation and revision of ENISA's mandate and the European Cybersecurity Certification Framework (ECCF), as well as applicable cybersecurity requirements and reporting obligations. As the briefing document attached to the webpage notes, *"the revision of the CSA is an opportunity to further simplify cybersecurity relevant requirements across horizontal and sector-specific acts to facilitate effective implementation, reduce the administrative burden and ensure a business-friendly environment."* The consultation is running until 20 june. Having seen no volunteers on the list to join you just as yet, and as the deadline for the comments is approaching, perhaps, the co-chairs could draft a statement, based on your list of concerns, and relate it as a feedback to the current draft? The feedback itself should not represent any commercial interests or interest of any manufacturer but precisely comment on the broadness of the terms used such as “network management system”. He stepped down as vice-chair of the GAC only a few weeks ago at the ICANN meeting in Seattle and I know how much it meant to him to receive the thanks and best wishes of so many good friends and colleagues there. My team is planning to put together a memorial book that we can give to his family to commemorate his contribution and to celebrate his memory. If you would like to include a message then please email me and we will paste it into the book. We are in touch with his family and we will pass on any more information that becomes available. CIRA research questionnaire

Dear all, I’m following up on the presentation that I delivered at the recent RIPE Meeting on a research project that I’m doing with the folks at CIRA (the Canadian Internet Registration Authority). The subject of the research is the Internet technical community’s perspective on multistakeholder governance as we approach WSIS+20, and as a key element of this work, we’ve developed a questionnaire for members of the Internet technical community I’d like to invite and encourage the folks on this list to respond. You can find the questionnaire (a Google Form) here: http://cira.ca/research The planned outcome is a paper to be published early in the new year that will draw on the responses received to the questionnaire, and contribute to the technical community’s conversation about what we hope to see come out of this WSIS review, and what we can bring to the table. The technical community’s own governance processes were an important influence on the WSIS embrace of multistakeholder governance; at this inflection point for digital governance more broadly, how will the technical community contribute to the ongoing evolution of that approach? The paper isn't intended to be a comprehensive survey of the “technical community’s views", but I’m hoping it can capture some important insights and ideas from those who’ve helped to drive the “open, transparent, bottom-up” policy processes that are at the Internet’s core! All responses are anonymous, and I’m looking for personal perspectives, rather than institutional positions. The deadline is listed as this week (apologies for the late follow-up), but I’m more than happy to take responses up to the end of next week (22 November). Dear colleagues and members of the WG The Internet Society has drafted an open letter addressed to Ms Virkunnen, the Commissioner-designate for Tech Sovereignty, Security and Democracy. They are looking for endorsements of the letter with regards to the concerns of proposed dispute settlement mechanisms between Content Application Providers (CAPs) and Telecom operators for IP connectivity. As the Coop WG contributed to the EU consultation on this very topic last year, through the Small Task Team report, we encourage members to review the letter and consider endorsing it. Julf and I are considering signing the letter as Co-Chairs, given the short time-frame to gather endorsements from the entire WG. Please note that Achilleas will be recusing himself from this matter. European Commission adopted NIS2 implementing regulation

Hi all, In case not seen, the European Commission has adopted the Implementing Regulation and Annex on the 'cybersecurity risk-management and reporting obligations for digital infrastructure, providers and ICT service managers': https://digital-strategy.ec.europa.eu/en/library/nis2-commission-implementi… In terms of next steps, the implementing regulation will be published in the Official Journal in due course and enter into force 20 days following after that. Meanwhile, most EU member states are still about to transpose the new framework into their national legislation. Revising the Criteria for the Accreditation of Regional Internet Registries

Dear colleagues, I would like to share an update on the ongoing work to revise the criteria for the accreditation of Regional Internet Registries. The NRO NC has published a document with proposed principles for the recognition of RIRs and ongoing requirements that RIRs should meet. You can read the details in my article published on RIPE Labs: https://labs.ripe.net/author/athina/revising-the-criteria-for-the-accredita… This is an important step in the RIRs' and their respective communities' efforts to prove that there are adequate checks and balances to ensure the stability and self-governance of the Internet Numbers Registry System. Dear colleagues, I wanted to share the paper, by Niels ten Oever (et.al.), (with permission), since I find it relevant for this Working group: https://onlinelibrary.wiley.com/doi/full/10.1002/poi3.422 "Sanctions and infrastructural ideologies: Assessing the material shaping of EU digital sovereignty in response to the war in Ukraine" Authors: Niels ten Oever, Clement Perarnaud, John Kristoff, Moritz Müller, Max Resing, Arturo Filasto, Chris Kanich First published: 11 September 2024 https://doi.org/10.1002/poi3.422 Abstract In this paper, we interrogate the sanctions instated against Russian media by the European Union (EU) in response to Russia's aggression in Ukraine. We do this in three ways. First, we present the outcome of extensive network measurements that show the heterogeneous implementation of the sanctions in EU Member States. Second, we explain how the sanctions fit the EU's digital sovereignty agenda. And third, we theorise the EU's digital sovereignty policies and sanctions as the emergence of a repressive state apparatus that forms a metagovernance regime with the ideological state apparatus of multistakeholder internet governance. We explain how networks are shaped in the dialectical relation between the ideological and repressive state apparatuses by showing how multistakeholder internet governance aims to stay politically neutral to accommodate the politics of different repressive state apparatuses. In turn, repressive state apparatuses define their demands in a technologically neutral way so multistakeholder internet governance can continue to develop and adapt communication networks. This research combines methods from Computer Science with theoretical frameworks from European Studies, Science and Technology Studies, Media Studies and International Relations. Through this work, we aim to contribute to the practice of interdisciplinary analysis of communication networks and debates on digital sovereignty, European infrastructuralisation, and internet governance.

Colleagues, Just flagging for those interested that the Dutch Standardisation Forum is having a consultation on IPv6. In a nutshell, the Standardisation Forum, which is an initiative supported by the Dutch Ministry of Economic Affairs and the Ministry of Interior -- advising on the use of ICT standards and maintaining a list of ICT standards that are either mandatory or recommended for the public sector -- is currently assessing the scope of application of the 'apply or explain' list covering IPv6 and whether additional clarification is needed. In this context, a document gathering recommendations from an expert group has been published and is available on the webpage of the consultation. The current scope is: *IPv6 and IPv4 should be applied in combination (‘dual stack’) to communication between applications in (a) network(s).* The expert group recommends changing the scope of application as follows: “*IPv6 should be applied to digital services, such as websites and e-mail servers. In addition, end-user devices should be able to reach websites, applications and other digital services on the Internet via IPv6. If necessary, it is permitted to additionally apply IPv4 (dual stack).*” It also recommends changing the name (caption) on the list from “IPv6 and IPv4” to “IPv6”. Dear members and colleagues The Global Digital Compact (GDC) was agreed upon as Annex I of The Pact for the Future document, yesterday afternoon (CET time) at the UN General Assembly. We recognize that the Internet is a critical global facility for inclusive and equitable digital transformation. To fully benefit all, it must be open, global, interoperable, stable and secure. 27. We recognize that Internet governance must continue to be global and multistakeholder in nature, with the full involvement of governments, the private sector, civil society, international organizations, technical and academic communities, and all other relevant stakeholders in accordance with their respective roles and responsibilities. We reaffirm that Internet governance should continue to follow the provisions set forth in the outcomes of the summits held in Geneva and Tunis, including in relation to enhanced cooperation. 28. We acknowledge the importance of the Internet Governance Forum as the primary multistakeholder platform for discussion of Internet governance issues. 29. We commit to: (a) Promote an open, global, interoperable and reliable Internet and take concrete steps to maintain a safe, secure and enabling online environment for all (SDG 9); (b) Support the Internet Governance Forum, including through continued efforts to increase diverse participation from governments and other stakeholders from developing countries and the provision of voluntary funding also to this end (SDG 9 &10); (c) Promote international cooperation among all stakeholders to prevent, identify and address risks of fragmentation of the Internet in a timely manner (SDG 16); (d) Refrain from Internet shutdowns and measures that target Internet access (SDG 16). Dear cooperation WG members In line with our regular process, we refresh the co-chair selections every three years, as terms come to an end. Achilleas and Julf are both willing to continue as co-chairs, but they are also happy to step down, if the group feels that it is time for more new blood and there are interested volunteers. We therefore invite both possible expressions of support for current co-chairs continuing as well as any interested volunteers to express their interest in serving as co-chairs for the cooperation working group. Dear colleagues, I wanted to draw your attention to this "Open Letter to the United Nations”, signed by a range of current and former IETF, W3C, and ICANN participants: https://open-internet-governance.org/letter The text is already pretty tight and to-the-point, but some key quotes: "Technical architecture can enable and influence how the Internet is used, but on its own it cannot address abuse, misinformation, inequality, or many other issues. There is nevertheless a potential danger in regulation and legislation, if it undermines the fundamentally empowering nature of the Internet.” "The Internet is an unusual technology because it is fundamentally distributed. […] This feature is an essential property of the Internet, and not an accident. Yet over the past few years we have noticed a willingness to address issues on the Internet and Web by attempting to insert a hierarchical model of governance over technical matters." RIPE NCC signs MoU with EuroDIG

Dear colleagues, The RIPE NCC and the EuroDIG have signed a new Memorandum of Understanding (MoU) on 19 June 2024, reaffirming their commitment to the multistakeholder model of Internet governance. This renewed MoU marks the continuation of a partnership between the two organisations that began with the inception of EuroDIG. BEREC public consultation on its draft Report on IP Interconnection

Dear WG members, Just to flag that BEREC has published its ‘Draft Report on IP-Interconnection ecosystem’ and invites stakeholders to submit their feedback and contributions until 26 July 2024. Among its main conclusions, BEREC determines that the IP-IC ecosystem is still steered by functioning market dynamics and cooperative behaviours of market players, and therefore does not currently necessitate regulatory intervention.
