Dear cooperation WG members, Having formally announced that I would be stepping down as co-chair, I have still agreed to stay on as acting co-chair to assist with the selection of a new co-chair. We are thus hereby inviting interested parties to express their interest in serving as co-chair for the cooperation WG. IGF First Open Consultations and MAG meeting and theme suggestions

Dear colleagues and members For those interested in following the preparations for the global IGF 2026, the first Open Consultations and MAG Meeting are currently taking place. The global IGF will be held in Nairobi, Kenya, from 14–18 December 2026. The agenda for the three-day Open Consultations and MAG Meeting is available here: https://intgovforum.org/en/content/igf-2026-first-open-consultations-and-ma… During the opening session, the UN DESA Under-Secretary-General, Mr. Li Junhua, suggested sovereignty, trust, and an open Internet as possible themes to help frame discussions for IGF 2026. His presentation is available here: https://www.intgovforum.org/en/filedepot_download/342/31315 Given the Cooperation WG's interest in Internet governance and digital policy developments, I thought colleagues might find both the agenda and the presentation useful. The proposed themes raise interesting questions about the future of the Internet and digital governance. I would be interested in hearing colleagues' views on whether sovereignty, trust, and an open Internet are the right framing for IGF 2026, and whether there are other themes that deserve greater attention. Stepping down

Dear cooperation working group members, For those of you who didn't attend the RIPE92 cooperation wg session, I wanted you to know that I am stepping down as co-chair of this WG. I have been co-chairing for pretty much 10 years, and I feel that is too long of a time for a chair. The group could benefit from some new blood, new ideas and new energy, so I have volunteered to step down to provide an opportunity for new people to step in. I will still be assisting Desiree and Achilleas with getting a formal chair selection round going, so watch this space for the announcement of request for volunteers. Many thanks to all of you who have participated in the many interesting and important discussions over the years - and a very special thanks to my fellow co-chairs Desiree and Achilleas. I will of course still be found at coming RIPE meetings, but perhaps looking slightly less worried about schedules and agendas. Julf

Dear Hisham, dear colleagues, Thank you for the continued transparency around this process, and for your 6 April update acknowledging that framing this discussion primarily in terms of closure is premature. We agree, and would like to contribute the perspective that has so far been missing from this thread: that of an active national delegating authority. Internet Society Netherlands (ISOC NL) holds the delegation for *1.3.e164.arpa*, covering the Dutch country code (+31), with SURF providing the technical infrastructure. The delegation is operationally sound, contact information is current, and DNSSEC is in place. We do not intend to request revocation. More importantly, we are actively exploring forward-looking applications for the +31 delegation. The principle at the heart of ENUM, linking a regulated, government-authorised numbering resource to verifiable Internet identifiers through a standards-based, DNSSEC-signed framework, is gaining renewed relevance in the context of the IP interconnection transition, DNS-based identity verification, and European digital identity frameworks. We are engaged with national stakeholders, including the Dutch Ministry of Economic Affairs and Climate Policy (EZK), to assess how this infrastructure can meet these emerging needs. We therefore support Marco Hogewoning's call for further study before any conclusions are reached and specifically echo his point that low query volume at the Tier-0 level is a poor proxy for actual reliance on the ENUM protocol and national delegations. The relevant signal is at the Tier-1 level and below, which is precisely where active national delegations like ours operate. We look forward to the RIPE 92 session and would welcome the opportunity to contribute the Dutch delegating authority's perspective directly. We are also happy to coordinate with RIPE NCC and SURF on providing more granular usage data from 1.3.e164.arpa specifically, if that would support a more complete factual basis for this discussion. I believe it could be valuable to share this message here. Among many initiatives in Europe, EC3 launched a Cyber Innovation Forum (CIF) that brings together law enforcement, policymakers, industry, and academia to explore cutting-edge approaches to cybercrime investigation and prevention. The forum aims to foster collaboration, share practical innovations, and shape the future response to cybercrime. The EC3 Policy and Development team just announced a Call-for-Proposals for the EC3 Cyber Innovation Forum 2026 (CIF2026). The aim of the Call-for-Proposals is to find original and impactful ideas that support law enforcement innovation in cybercrime investigation, prevention, and resilience. Are invited, including but not limited to: * Tools and technologies supporting cybercrime detection, investigation, attribution, and disruption; * Research papers and applied studies with operational, strategic, or policy relevance; * Investigative techniques and methodologies, including cross-border and multi-stakeholder approaches; * Legislation, regulatory frameworks, and legal analysis related to cybercrime and digital evidence; * Policies, strategies, and best practices for prevention, capacity building, and public-private cooperation; * Case studies and lessons learned from real-world operations or implementations. ENUM (e164.arpa): background, scope, and coordination steps

Dear colleagues, This message summarises recent discussion regarding ENUM (e164.arpa) and clarifies the scope and next steps. The RIPE NCC has operated the e164.arpa registry for many years under instructions and coordination arrangements established with the ITU-T and IAB. These arrangements, and the operational context for how the registry is run, are described here: https://www.ripe.net/manage-ips-and-asns/dns/enum/iab-instructions/ Recently, a request was raised in the RIPE Database Working Group to support ENUM (e164.arpa) in RDAP for querying the RIPE Database. We noted that RDAP support for ENUM is not currently implemented, but could be added if there is clear interest. We also checked current query patterns and found a few hundred ENUM-related queries per day in DNS and in Database; so low usage, but not zero. Following discussion on the Database WG mailing list, including replies in support, we proposed implementing RDAP support for ENUM. While this is a limited operational change, it was recognised that anything touching E.164 and e164.arpa can raise political questions that go beyond the purely technical. As e164.arpa is directly linked to the ITU E.164 numbering system, the relevant points of contact are typically national administrations and the entities they designate. This led us to consult ITU-T Study Group 2 to clarify the status of ENUM and its usage and needs for ongoing support. ITU-T will ask member states for their feedback and share this with us. ITU-T provides an established and coordinated channel to reach those administrations, and importantly confirm whether any delegating authorities still rely on the service, so our technical decisions are informed by real-world use and help us avoid unnecessary operational risk, confusion, or compliance headaches (including in the context of regulatory frameworks such as NIS2). We are also reaching out to the IAB regarding these operations, which the RIPE NCC performs under its instruction on behalf of the global DNS and Internet community. I am sharing this message with the DNS, Database, Cooperation and RIPE NCC Services Working Group mailing lists to ensure all relevant working groups are informed. Colleagues Today, the European Commission opened a Call for Evidence inviting stakeholders to share their input ahead of the Digital Network Act (DNA) legislative initiative -- for which a proposal is expected in Q4 2025. The deadline for this call is 11 July 2025. https://ec.europa.eu/info/law/better-regulation/have-your-say/initiatives/1… In addition, yesterday the European Commission and EU's High Representative published a Joint Communication on an International Digital Strategy for the EU: https://digital-strategy.ec.europa.eu/en/library/joint-communication-intern… Among other things, the Strategy reaffirms the EU's support to the multistakeholder approach to Internet governance by stating the following: *"The EU will continue to proactively defend the general availability and integrity of the Internet as a global, interoperable network of networks, reflecting the importance of the multistakeholder model of internet governance, for example in the upcoming editions of the Internet Governance Forum (IGF) and World Summit on the Information Society 20-year review (WSIS+20) negotiations. Colleagues, Flagging that the European Commission is running a short consultation ahead of the EU International Digital Policy Strategy expected to be published next month. The deadline to submit input is 21 May. This will be a Joint Communication led by the European Commission and the European External Action Services (EEAS) to outline the EU priorities and modalities of cooperation with international partners in digital and tech policy. It will also cover Internet governance in light of the upcoming WSIS+20 review and the future of the IGF. Dear members A very brief update regarding the 2025 Internet governance processes: 1.WSIS+20 Co-facilitators appointed The President of the UN General Assembly appointed H.E. Mr. Ekitela Lokaale, permanent representatives of Kenya to the UN, and H.E. Ms. Suela Janina, permanent representative of Albania to the UN as co-facilitators for the WSIS+20, who will lead the overall review of the implementation of the outcomes of the World Summit on the Information Society. (WSIS) 2. IGF 2025 Workshops selected The following workshops have been selected from the list of submitted proposals. Join the RIPE NCC Open House: Updating ICP-2

Dear colleagues, Last week, the Number Resource Organization Number Council (NRO NC) published the draft "RIR Governance Document" intended to update ICP-2, the document that establishes the criteria to recognise Regional Internet Registries. This draft is the outcome of the NRO NC's review of ICP-2, the publication of draft principles to update it and subsequent community feedback on those principles. The draft includes details related to governance, ecosystem, life cycle, recognition and operation of RIRs. It also outlines principles for the potential ‘derecognition’ of an RIR if it fails to adhere to the established criteria.
