Dear group, As reflected by the discussion in the list, the general feeling of not just the chairs but the list as well, is that we have two very good candidates. Unfortunately, as expressed by Jim, it wouldn’t make sense to go for 4 co-chairs. We were thus faced with a very difficult decision, as there also was no clear preference for either candidate during the discussion phase. In the end, and after a lot of deliberation, we decided to select Desiree as the new co-chair. We want to thank Dick for being a great candidate, and hope he will still be available in the autumn when we plan a second round of co-chair selection - and meanwhile we are also looking forward his active participation in the WG. Status update ITU discussions

Dear colleagues, Let me start by wishing you all a happy and healthy 2021. I would like to give you a quick update on the discussions that have taken place at ITU in the past few weeks, in particular with regards to New IP, also called FVCN. As you may recall from my earlier posts, there were two study groups seeking to establish "Questions" - the ITU equivalent of a working group - to study a new network architecture and protocol suite, that were positioned to replace or significantly amend the current set of Internet protocols and standards which are maintained by the IETF. Both study groups 11 and 13 held meetings in the week before Christmas. In those meetings, it again became clear that outside of the small group of initial proponents there was little support for the proposed work. And a large group of countries and sector members, including the European Commission, the 27 EU member states, the UK, US, Canada, Japan, as well as the RIPE NCC, GSMA and ETNO, all objected to the establishment of these Questions. The ITU-T processes require these decisions to be consensus based and the long and sustained opposition could only lead to the conclusion that there was no consensus on moving forward with these proposals. Subsequent to that conclusion and although the process technically allows for it, the meetings also failed to reach agreement to send these proposals for consultation of the member states. This now means that, after about a year of discussions, all options in the current process have been exhausted and effectively the topic has been put to rest. In fact, as the question was raised on whether the groups should continue to discuss the proposals, the meeting could not agree and again failed to reach consensus to do so. Further, as we now expect the WTSA-20 conference to be rescheduled to March 2022. A contingency plan has been put in place. As part of that, a revised set of Questions (excluding the ones the ones that failed to reach consensus) have now been forwarded to a meeting of the Telecommunications Standardisation Advisory Group (TSAG) for endorsement as the outcome of the discussions on future work. We expect that, with the endorsement of those agreed questions, we can leave the discussion about the work plan behind, and focus on those work items that fit within the remit of the Union and on which there is consensus that standardisation efforts by ITU-T are required and helpful to our industry. As a sector member of ITU-T, we will remain engaged with these and other study groups and update you on any relevant developments, also towards WTSA and other upcoming conferences such as WTDC and the next Plenipotentiary, which will take place in the autumn of 2022. RIPE NCC contribution to Dutch government consultation on regulating online content

Dear colleagues, The Dutch government recently held an open consultation asking members of the Internet community to give feedback on a report about online content regulation that was produced by the Advisory Council on International Affairs, which advises the government on foreign policy. RIPE NCC Response to the EU’s Cybersecurity Strategy

Dear colleagues, Over the last few days, the European Commission has published a number of proposals and strategy documents that lay out its plans for the digital economy. These include the Digital Services Act (DSA), the Digital Markets Act (DMA) and a policy document outlining the European Union's Cybersecurity Strategy for the Digital Decade. We are currently working through these documents to assess their impact on our operations, the multistakeholder ecosystem and the Internet at large. However, we’ve already seen that the cybersecurity strategy document makes a reference to our role as one of the DNS root server operators based in the EU, with a plan to "assess the role of these operators in guaranteeing that the Internet remains globally accessible in all circumstance.” We have issued a short public response to this point in particular, which you can find here: https://www.ripe.net/publications/news/announcements/ripe-ncc-response-to-t… Any feedback you might have on this statement is welcome. We will follow these proposals as they move through the legislative process and use the EU’s consultation processes to provide further input, as we continue to work with the European Commission, member states and other stakeholders to share our insights and expertise. New Internet Country Report: Gulf Region

Dear colleagues, We’ve published the latest in our series of country reports, this time looking at the Internet landscape in eight countries in the Gulf region. This is the sixth such country report that the RIPE NCC has produced as part of an ongoing effort to support Internet development throughout our service region by making our data and insights available to both local technical communities and decision makers. The report looks at the state of the Internet in the Gulf region, including its market landscape and regulatory environment, Internet number resources and opportunities for growth, regional connectivity, routing and routing security, and the operators and paths providing international transit into the region. We also reach a number of conclusions about what is needed to further develop the Internet in the Gulf region. Sneak preview for today's WG session

Dear WG, few weeks ago I had a reason to look into regulators' practices regarding net neutrality and then found something that could be of interest to the RIPE community (again). First, a little bit of background: there is an EU regulation 2015/2120 <https://eur-lex.europa.eu/legal-content/EN/TXT/?uri=CELEX%3A32015R2120> that deals with 'net neutrality'. Then, there is BEREC <https://berec.europa.eu/>, the 'Body of European regulators for Electronic Communication', which is where the EU member states' telco regulators meet and coordinate. BEREC is where guidelines for dealing with 2015/2120 were written and it's also tasked with collecting the national regulators' reports and compiling these into a Report on the implementation of Regulation (EU) 2015/2120 and BEREC Net Neutrality Guidelines <https://berec.europa.eu/eng/document_register/subject_matter/berec/reports/…> Find all this and more at <https://berec.europa.eu/eng/open_internet/>. (The WG had dealt with the regulation and guidelines in mid 2016 already.) The most recent report says: 11 NRAs stated that they also undertook some other actions [...] creation of an IPv6 task force to accelerate the transition to IPv6 by enabling participants (ISPs, hosting companies, businesses, public sector players, etc.) to tackle specific problems and share best practices; and FI: The NRA has obliged operators to inform consumers about their right to a public IPv4 address in its memorandum about the Regulation. There's a number of other NRAs dealing with the (in)availability of public IPv4 addresses for end customers: Austrian regulator states that 'IPv6 penetration across the whole Internet currently at approx. 25%'; Slovenia reports: IPv4 address translation prevents traffic originating on the internet towards the user, which could be an issue if the user wanted to use its mobile terminal as an access point for a bigger number of devices connected at their home Netherlands' regulator ACM states: 2.3 Exploring the transition to IPv6 in the Netherlands BEREC has shown interest in making the transition from IPv4 to IPv6, a new standard for the use of IP addresses. The number of available IPv4 addresses has been depleted, but the introduction of IPv6 could lead to new problems. It appears there are differences between countries in how diligently the market and government organizations are currently dealing with the transition to IPv6. BEREC wishes to assess whether or not the roll-out of IPv6 (or the delay thereof) could lead to net neutrality issues. The French report has extensive coverage of IPv6. While 'net neutrality' is only one angle, it might be instrumental to note what issues get the attention of regulators and what the rationale is. See you at 14:00 CET in meetecho! -Peter

RIPE NCC contributes to consultation on NIS Directive

Dear colleagues, The RIPE NCC responded to the European Commission’s open consultation on the review of the Directive on Security of Network Information Systems (NIS Directive), which closed on 2 October. Specifically, we encouraged the European Commission to develop better definitions, in cooperation with the technical community, for the terms described in Annex II of the NIS Directive, including such terms as “network and information systems”, “operator of essential services”, "digital service provider” and more. We contribute to these kinds of consultations, both at the EU level and across the RIPE NCC’s service region, in order to provide technical expertise to policymakers and to promote a multistakeholder model of Internet governance. Dear reader, The deployment of Internet security-related standards and ICT best practices is a topic that continues to be the subject of important discussion worldwide with the aim of achieving a more secure and safer online environment that is necessary to support the rapid adoption of new digital technologies. This has been made even more urgent by the COVID-19 pandemic. I am sure you would agree that it is time to move on from what has been largely an uncoordinated and technical debate spread across various fora, and initiate global stakeholder cooperation that will have a positive impact on economic and social well-being through helping digital technologies to transform everybody’s daily lives. As you may know, the UN Internet Governance Forum is establishing a new Dynamic Coalition on Internet Standards, Security and Safety (DC-ISSS) with the aim of achieving this objective and I am now writing as the leader of this initiative to invite you as a leading expert to join this important multi-stakeholder coalition. The intended outcomes of the DC-ISSS will be recommendations for actions by key policymakers and decision-takers that will enable security-related Internet standards and best practices to be deployed more rapidly and with greater determination and commitment. By involving stakeholders like yourself we believe that we can at last make a difference in making deployment more effective and widespread. It has to stop to be a, primarily, technical debate, to be changed into an Internet healthcare topic. As a first step, the coalition needs to prioritise its work and finalise its work plan. A preparatory session for this purpose will be held during the upcoming IGF 2020 on Wednesday 4 November at 09.40 – 11.10 CET. A short questionnaire has been drawn up to help with this process. Our deadline for responses in 7 October. It does not take up more of your time than five minutes at a maximum. This is the fifth such country report that the RIPE NCC has produced as part of an ongoing effort to support Internet development throughout our service region by making our data and insights available to both local technical communities and decision makers. RIPE NCC view on the upcoming Digital Services Act

Dear colleagues, The European Commission is expected to put forward a proposal for a Digital Services Act (DSA) later this year. This package of legislation is meant to replace and update the E-commerce Directive of 2000. At the moment the Commission is holding an initial open consultation to gather feedback from its stakeholders and, importantly, the Internet industry. The RIPE NCC is preparing a response to the questionnaire that is part of this consultation and we urge you to do the same. However, as a player in the larger Internet ecosystem with a long history of contributing to Internet development, we also feel we're in a position to provide some more high-level feedback. This includes what we see as the major issues that need to be addressed and the possible implications of this wide-reaching legislative proposal for the technical layers of the Internet. While we are submitting this statement as the RIPE NCC (not explicitly on behalf of the RIPE community), we are interested to hear your views on it. Participation in ENISA survey on OTT communication and collaboration services

Dear all, This year ENISA is doing a project on the security and resilience of OTT communication and collaboration services. For this, ENISA has partnered with Plum Consulting to undertake a study, having as a goal is to better understand the security environment for OTT collaboration services and also gather information about the resilience of those services in the face of a variety of risks and threats. To gather the above mentioned information we are conducting a survey amongst industry experts. We intend to get a landscape snapshot of the adoption, risks, mitigation measures, and COVID-19 factors that affect OTT security and resilience.
