[connect-wg] A new API for PeeringDB - draft spec and discussion list

Hi, PeeringDB has published a draft specification for a new API. This API would let us locate PeeringDB in multiple locations by separating read and write. It would also offer some curl-able relation endpoints and composites for common one-liners: a network with its exchange presences, an exchange with its members, or a facility with its occupants.
