do you have the copy of the OECD survey mentioned above?

As far as I know, it's still in preparation. I expect information as to current status and likely publication date soon. I have had contact with one of the OECD officials involved, and understand that OECD member-state government representatives are involved in the development of the document. These have been asked to contact the nTLD registries in their countries to obtain or verify information for the report. In at least one case, this didn't happen because the representative of the member state in question was absent from the meeting where this request was made.
