Yes, voluntary participation is the best way to go, plus local "neighbor net" approaches. That is one of the ways that I propose to build CARIBNIC.NET. It will be a way to link all of the participants in the Internet in the Caribbean. This can help everyone understand how the Internet resources are being managed via a common pooling of information for the TLDs and IP allocations for the region.
