I am not sure I agree. The problem seems to be with IANA. Rather that figure out what is a country, IANA uses the ISO3661 list. Problem is,many things on that list are nor countries, so, IANA has to figure out what is a country. For example, what happens if somebody from Metropolitan France asks Jon Postel for the delegation for the .FX TLD.
