Dear Edgar, In Latvia TLD .lv we have implemented a policy that all state funded organizations/government/institutions have the right to register one domain name for free. This is very clear principle and have virtually eliminated any conflicts about who should pay for DNS registration and who should not. More info on our policies ar www.nic.lv. I am the new TLD administrator for DO. And I am looking forward to implement new policy about the cost that will have the Domain Name Registration under our TLD. So I would like to know what are you doing about that and whish are the main points that you are taking on mind to do so.

An important matter about what we are concern is the cost that most have the domain name registration for educational and non-for-fit organizations. It is important for me and my organization to know what is your policy related to this organization.
