Yes the RIPE CENTR is what Jon is talking about. The will be written up for comment and a presentation will be given at the RIPE meeting. We gave Jon a sneak preview so that he could take all things into account when trying to reorganise IANA. The name, function and scope of RIPE CENTR is of course still open and awaited comment ffrom the community.
It would be great if someone could post the info to the list; because there are TLD admins which can't/won't attend the meeting (like me),
