In the first round of IAHC/POC participation, we've typically characterized the IANA/ISOC/IAB participants as "at large" in the sense that we haven't really "represented" the organizations that named us. Rather, we've claimed to represent the general Internet community. None of us was ever given directives by the naming organization nor were we otherwise accountable. Also interestingly, I'd guess that the bulk of the group's discussions indicated more concern for non-US interests than for strictly US ones...
