You may also wish to contact Fay Howard <fay.howard at ripe.net> who is busy collecting comparative information about ccTLD policies which is currently being processed to be made available at the above web site. As to educational and non-profit organisations I believe that few CENTR ccTLDs have special policies for this group. I believe this is based on the assumption that the registires are non-profit themselves and that the cost of operations should be divided evenly among their users.
