In a recent discussion about the .AU domain in Australia, Robert Elz one of the administrators claimed that the IANA told ccTLD admins to ignore invoices from the InterNIC. How can the IANA (aka Jon Postel) be making the decision on who should pay an InterNIC invoice and who should not ? If the IANA tells people to ignore invoices that are sent to them does that make the debts disappear ? What does Network Solutions, Inc. do ? Does the IANA coordinate these changes with NSI ? Is this part of the reason that Jon Postel was listed as a sub-contractor to NSI on their InterNIC bid ? How does this impact the money that is supposed to go to the NSF (i.e. the U.S. Government) as part of the 30% fund ? Did the NSF approve that certain invoices could be "ignored" ? Is it true that many ISPs ignored paying invoices and nothing ever happened ? Did the IANA explicitly tell them to ignore the invoices, while other ISPs were not told this ? Was one group subsidizing the other ? Is this like parking tickets that disappear from city hall ?
