I can't believe that those 5% are making 380 update messages per minute !? But of course this might be one part of the +update messages.
Seems unlikely. But, if the 80/20 rule applies (80% of activity is created by 20% of the prefixes), then you'd expect 20000 prefixes to generate around that many announces/withdraws.
