I don't understand this, not do I believe this to be the case. SURFnet announces for example 192.87.0.0/16 and this is (of course) provider aggregation. *We* registered the aggregate at Merit. Individual network "owner" were only informed of this by SURFnet.
Question: do all your sites in that aggregate conform to the NSFNet AUP? Err... let me rephrase that - did all the sites in that aggregate conform to NSFnet AUP prior to submitting the aggregate NACR? Thanks, -drc
