In an ideal world this proposal would not be necessary. In an ideal world, all prefixes would be covered by ROAs and we would not only drop invalids but also unknowns. But this world is not ideal, and until we have at least as many ROAs as route-objects (our route servers drop all announcements not covered by route objects AND drops invalids) this policy is a good step forward, so I support it.
