We are working on that problem. It is harder than you think and the problems are not all technical. But since all registries need to do serious imnplementation work soon there is hope.
For those people that are playing or want to play with the ISI RIPE based server for RPSL: I have build in automatic referral support in case a NIC handle, domain or AS# cannot be found in the local copy/mirror of the database. This referral mechanism is not perfect but makes the information that you get back more useful then it used to be...
