Dear colleagues,
Resource Tagged Attestations, or RTAs, are a new type of RPKI object
that is being proposed by authors from APNIC and NLnet Labs in the IETF.
They allow any arbitrary file to be signed ‘with resources’ by one or
more parties.
As a part of the RTA development effort, NLnet Labs has now introduced
proof-of-concept support for this in Routinator and Krill, which is
interoperable with the RTA signing function in development at APNIC.

AS28753 - Leaseweb Deutschland GmbH -- Facilitating legacy squatting?

In the period from 2020-12-04 until 2020-12-10 someone representing
AS28753 - Leaseweb Deutschland GmbH, or someone purporting to represent
that ASN/company created a set of thirteen (13) new route: entries in
the security-free RADB data base:

It appears somewhat more than coincidental that many of these new RADB
route entries refer to either(a) legacy IPv4 address blocks in the ARIN
region or else (b) unassigned (bogon) IPv4 address space in the ARIN
region.
A listing of the relevant IPv4 cidrs along with the top-level allocation
holders for each CIDR is given in the following table:

Although there is some ambiguity regarding the status of the non-US/non-ARIN
blocks listed in the above table, my inspection of the relevant WHOIS
records for the US/ARIN blocks indicates to me that these are all either
(a) abandoned IPv4 legacy blocks or else (b) unassigned ARIN bogons. This
strongly suggests that all of the IPv4 address blocks named in all of the
relevant RADB rote entries may be, and likely are being squatted on at the
present time.
Please note however that AS28753 - Leaseweb Deutschland GmbH - is not
itself doing any of the squatting. Rather, the squatting is being
undertaken by the various ASNs mention in the following active routing
summary:

Note that AS10650 (Extreme Internet) is itself a legacy abandoned ARIN
ASN. It is likely also squatted. It's one and only current upstream,
according to bgp.he.net, is AS13259 - Delta Telesystems Ltd. (Russia).
In fact, all of the following ASNs from the above table also have AS13259,
Delta Telesystems Ltd. (Russia) as their one and only upstream at the
present time:

On this basis it would appear that the root of the problem in this case
lies at AS13259, Delta Telesystems Ltd. (Russia).
As a mitigation for these squats, I recommend dropping/blocking all of
the IPv4 CIDRs listed above. Additionally, since AS13259 appears to
be highly untrustworth at the present time. I would advise blocking
all traffic to/from these blocks also:

Post-mortem: Error in Contractual Status of Legacy Resources Impacted RPKI

Dear colleagues,
On Wednesday, 16 December 2020, we carried out work to implement
Numbered Work Item 10 (NWI-10), which applies a consistent
interpretation of the country code attribute in the RIPE Database and
the Extended Delegated Statistics. At some point between 18:00-19:00
(UTC+1), 105 legacy resources mistakenly lost their contractual status
in our internal systems. As a result, these resources were no longer
able to be certified using RPKI.
Details:
Legacy resources can only be certified with RPKI when there is a
contractual relationship in place with the RIPE NCC. These resources are
registered differently from RIPE NCC-issued resources in our internal
systems. A programming error in our NWI-10 implementation overlooked
this aspect, which caused the contractual status for these legacy
resources to be set to “none”. As a consequence, the resources were
unable to be certified.
Once RPKI detected this change:
* The resource certificates for 36 Certificate Authorities (CAs) were
updated to contain fewer certifiable resources.
* The ROAs for legacy resources held by affected hosted CAs were
revoked. 41 ROAs (with 202 Validated ROA Payloads) from 24 CAs were deleted.
* The RPKI certificates issued for affected delegated CAs shrank, which
caused their ROAs to disappear or be rejected due to overclaiming,
depending on their CA software.
We recovered the contractual status of the 105 affected resources at
17:10 (UTC+1) on Thursday, 17 December, re-established the correct
resource list for the affected certificates, and recreated the 41
affected/deleted ROAs (with 202 VRPs) that are hosted by us.
Recommendations:
We have already recovered the ROAs belonging to the affected hosted CAs.
We recommend that these CAs double-check this.
Affected delegated CAs should check whether they need to recreate any
ROAs. Our Customer Services team will be in contact to follow up.
To prevent this from happening again in future, we will improve our
Quality Assurance and Acceptance Testing. We will also improve our
testing and prepare more detailed impact analyses when making changes to
our registry software, applying a more risk-based testing approach to
mitigate any concerns that are identified.

It appears that AS35555, which is a bogon ASN, is bdeing kept alive at
this point only by AS213254 -- Rait Telecom, which is just a seven-month
old Russian company/ASN with -zero- IP allocations and apparently NO WEB
SITE.
And yet despite being only 7 months old and having absolutely no IP space
of its own (and also no web site), Rait Telecom has somehow managed to work
itself into the fabric of no fewer than seven European IXes:

Dear colleagues,
Summary:
An issue with our RPKI software caused an invalid certificate to be published
from 9.40-10:43 (UTC+1) today. This has resulted in outages. We strongly
recommend network operators update their Relying Party software to the latest
version.
At 9:32 (UTC+1) this morning, we processed an outgoing transfer of IP resources
to another RIR service region. This caused our system to update the corresponding
RPKI certificates in our Certificate Authority (CA). Unfortunately, a bug in our
software caused the publication of the updated child certificate ahead of its
parent. As a result, our CA published incorrect information from 9:40-10:43 (UTC+1).
Some Relying Parties had applied a strict interpretation in their validator
software. This meant that they were configured to reject all certificates in the
manifest if a single entry was invalid. As a consequence, all RPKI certificates
covering RIPE resources were rejected by these validators during this period.
While RPKI is designed to "fail-open", an unrelated issue with some routers seems
to have prevented this from happening, which resulted in outages.
Some Relying Parties have since updated their validator software to apply a
less-strict approach in light of this issue[1]. We have published a release
candidate of our own RIPE NCC RPKI Validator and we plan to release this to
production tomorrow.
While our CA is now publishing correct information, the underlying cause remains
unsolved. We are continuing to investigate and will share more details when we
have them, followed by a post mortem report once everything is resolved.
In the meantime, we recommend that network operators update their RPKI validator
software to the latest version.

I have just received a spam which has a so-called "payload" URL which
the spammer wants me to visit, apparently so that I can be sold some
male performance drugs of dubious origin.
The domain part of the URL resolves to the IPv4 address 217.8.117.98.
That address lies within a pair of bogon (unallocated) IPv4 address
blocks, 217.8.116.0/24 and 217.8.117.0/24, that are both being routed
by a common ASN, i.e. AS47510.

It appears that AS47510 is itself an unallocated bogon at the present
time:

As can be readily seen at the above link, AS47510 is peering with only
two other ASNs, i.e. AS29226 - JSC Mastertel (Russia) and AS35555 -
Crex Fex Pex Internet System Solutions" LLC.
The latter ASN, AS35555 also appears to be an unallocated bogon ASN
at the present time. Nontheless, that does not appear to be preventing
it from peering with yet another Russian network, AS213254 - OOO Rait
Telecom:

It would be Nice, in my opinion, if someone who speaks Russian could
make contact with the operators of AS29226 and AS213254 and respectfully
suggest to them that they should cease peering with bogon ASNs, such as
AS47510 and AS35555, including but not limited to bogon ASNs that are
at present routing bogon IPv4 address space.

Some people seem to think that I'm sort of a master Internet sleuth.
The truth is that I'm just as dumb as anybody else, and maybe even
moreso. But if one spends enough time looking at stuff on the Internet,
it really takes both very little time and also very little in the way
of brains to notice many many inexplicable oddities.
AS55330 is a case in point. This ASN was allocated/assigned to the
Afghan government by APNIC, circa 2009-12-08. Given the nature of
the registrant in this case, One might thus reasonably assume that
this ASN, belonging as it does to a national government, would be one
of the last ones that one would ever see as being involved in any
kind of untoward hanky panky or funny business on the Internet.
But despite that, I feel compelled to ask if anyone would like to take
a stab at explaining to me why the Afghan national government's ASN
would be announcing routes to IP blocks belonging to (a) a Chinese
commercial enterprise (180.94.99.0/24) and also (b) several RIPE-issued
IPv4 blocks that appear to be the property of some Airbus facility
located in Norway (182.50.176.0/24, 182.50.177.0/24, 182.50.178.0/23,
182.50.180.0/22):

I am not persuaded that Airbus/Norway's apparent reliance on the Afghan
government to route their IPv4 space for them is an entirely sustainable
business model, over the longer term.
If I have misunderstood any of the data I'm looking at, then I do apologize

Please be advised that the set of IPv4 blocks listed below appear to be
squatted on at the present time, with the apparent aid and assistance of
AS44050 -- "Petersburg Internet Network Ltd." (Russia) and also AS58552 --
"PT Multidata Rancana Prima" (Indonesia).
These blocks appear to be mostly or entirely very old "legacy" block,
primarily from the ARIN region.
It should additionally be noted that downstream from AS44050 and AS58552
there appear to be a number of other ASNs which themselves appear to be
squatted on, without the consent or permission of the rightful owners,
at the present time, and tghat these are the ASNs that are actually routing
most or all of the squatted-on IPv4 space listed in teh table below,
specifically:

All parties are advsed to take action as seems appropriate, under the
circumstances.
Looking at the RIPE Routing History, specifically for AS7309, strongly
suggests that this extensive squatting campaign has been ongoing since
at least 2019-09-29. The table below only lists currently active squats
however. Most or all of these are represented in the (unsecured) RADB
data base in association with the somewhat mysterious email addresses
<irr(a)uswo.network> and/or <ipadmin(a)uswo.network>.
The uswo.network domain name was registered on 2020-07-24. It has no
associated web site, nor indeed does it or any subdomain associated with
it have any IP address. (MX is set to send email to the mail servers of
registrar namecheap.com.)

came into production earlier this year now supports Near-Real-Time Mirroring
(NRTM) using IRRd Version 4.
The mirroring policy is an open policy and those organizations that wish to
mirror the information contained in LACNIC's IRR can do so.
To set up a mirror, you will need the following information:

Dear all,
I'd like to introduce another tool to inspect RPKI data... the
rpki-client console! Comes with an authentic 90s look & feel :-)
The Frontpage - http://console.rpki-client.org/

On the front page you can see stdout + stderr of the most recent
rpki-client run. The log shows which publication points were contacted
and prints any issues encountered with specific RPKI files.
Those of us publishing RPKI data should keep an eye out not to show up
in this type of log with warnings or errors. For example:
rpki-client: cc.rg.net/rpki/RGnet-cc/1opByAd8x8R2F-SzstgaYzVXK8Q.mft: mft expired on Oct 12 17:58:45 2020 GMT
However, the above line might be the result of some kind of experiment someone is conducting :-)
The RPKI distributed database currently is more than 120,000 (!)
certificate/roa/manifest files, and only a handful of files have some
kind of completeness or expiration date issue. Good job everyone! :-)

You can substitute the 'AS2914' portion in the URL for any ASN to see
which .roa files reference the given ASN. Another example, here one can
see all ROAs which authorize AS 8283 as origin: https://console.rpki-client.org/AS8283.html
If you encounter a HTTP 404 error, no ROAs reference the ASN.
On the 'per ASN page' you can search click the .roa files on the left
side to inspect the ROA. Each object in the RPKI has a unique Subject
Key Identifier (SKI). An example of a SKI is this hexadecimal identifier
'06:96:B3:F7:CC:AD:55:45:A5:3A:64:32:31:2B:7F:E1:2B:7A:15:22' which
maps to a filename like 'rpki.apnic.net/member_repository/A91A4C60/B526FF74D84111E9A4521413C4F9AE02/…'
Yeah... compared to DNS names mapping to IPv6 addresses, in the RPKI
neither the path name nor the SKI are easy to remember :-)
The console can show that .roa file in human readable format, just
append .html: http://console.rpki-client.org/rpki.apnic.net/member_repository/A91A4C60/B5…
Every object in the RPKI is subordinate to another object (all objects
are signed by a parent certificate, except the Trust Anchors). The
parent is identified by the Authority Key Identifier (AKI). So one
object's AKI is another object's SKI! If you click the AKI, the console
brings you to the parent object, from where you can continue to explore
other objects related to parent.
Certificates point to Manifests, and .mft files contain the 'directory
indexes' of the RPKI: http://console.rpki-client.org/rpki.apnic.net/member_repository/A91A4C60/B5…
Here from this manifest overview, you can jump to the parent, or click
the referenced .roa, .cer or .crl files.
All directories on the webserver are 'open', except the root. This
allows you to explore this RPKI cache by browsing through the filesystem
directly, example: http://console.rpki-client.org/rpki.apnic.net/member_repository/
Final notes
-----------
The rpki-client console provides a view on *validated* RPKI data. First
rpki-client runs and prunes bad files, then all HTML is generated. The
console provides a view on the data as used in production Internet
routers. Please note: the console's rendering is delayed by a bit over
an hour compared to the real thing.

The RPKI is very intricate collection of references, I hope this console
