Hi Rob,
I think, having the bogon list as route-set in any of the IRR
databases, say whois.radb.net would be very helpful to process
this list with peval.
Did anyone consider this yet?

As a new service to its members the RIPE NCC offers the
"Routing Registry Training Courses".
The main objective of the "Routing Registry Training Course" is to
familiarise the LIRs with the features of the Routing Registry, while
introducing the relevant tools and services of the RIPE NCC. The course
also offers practical exercises.
OVERVIEW OF TOPICS COVERED IN THE COURSE:
- Routing Registry as a part of the RIPE Whois Database
and the Internet Routing Registry (IRR)
- Specifying routing policies using RPSL
(Routing Policy Specification Language) and the RtConfig tool
- IRRToolSet
- Routing Information Service (RIS)
- Routing Registry Consistency Check Project
Please note that this is an advanced course, it will:
- NOT teach the basics of routing.
- NOT describe how to receive Internet resources from the RIPE NCC,
nor how to operate a Local Internet Registry (LIR)
The target audience of the course are technical staff of LIRs: e.g.
network operators, engineers etc. This course is not intended for
administrative or management staff (e.g. hostmasters) .
It is assumed that all attendees will be familiar with BGP routing and
with the RIPE DB (creating/modifying objects).
This course is based on interactive exercises in a local network set-up.
Please bring your laptops equipped with:
- Working Ethernet card,
- 3 meters of Ethernet cable,
- Secure connection client,
- Web browser.
Please be prepared to share your laptop (or at least allow another
attendee to "look over your shoulder") if necessary.
The Routing Registry Training Course is conducted in the English language
and is free of charge, since it is covered by the membership contribution.

Karsten,
thats really an interesting question:
ACOnet receives a full routing-table from SPRINT/AS1239 and from
GEANT/AS20965. Comparing the current BGP session counters:
neighbor SPRINT, uptime ~20weeks, Received 7926940 messages
neighbor GEANT, uptime ~ 7weeks, Received 29597194 messages
which gives a long-term average of
419 BGP update messages per minute from GEANT but only
39 BGP update messages per minute from SPRINT
afaik GEANT does no BGP flap damping, SPRINT however does, according to
http://www.sprint.net/policy/bgpdamp.html
I don't know if damping is the only reason for the factor >10 between
them, there might be other reasons as well, e.g. SPRINT backbone is
Cisco based, GEANT is Juniper based and they might be using completely
different IGPs and iBGP concepts.
I am also suspecting some improperly behaving BGP implementations beeing
around, e.g. at the VIX we are having peering neighbors who are sending
superproportional more BGP updates than others with the majority of the
messages beeing withdrawals for prefixes which they do not own nor
announce.
Btw, Lambdanet is sending us a long-term average of 2 BGP update
messages per minute at the VIX.

Seems unlikely. But, if the 80/20 rule applies (80% of activity is created
by 20% of the prefixes), then you'd expect 20000 prefixes to generate around
that many announces/withdraws. BTW, 2.1k is about 2% of 110k ;-) This adds
weight to your argument rather than diminishing it...
