I discussed this internally. Summarizing other mails
"Our agreements with our peers do not cover announcing prefixes that do not belong to the RIS, providing transit to other ASes and forwarding traffic. Also, other prepending studies have shown that many of our peers filter on ^12654$, i.e. don't even accept prepending of our own AS.
If they want to do this, since they already have an AS and a prefix, why don't they get someone to give them transit for the duration of the experiment?"
