That won't allow you to edit RIS files :-)
Seriously, there is a ris group for RIS, the ris is run by different department these days, so simply putting the webmaster in the RIS group and changing ownership of the files, should solve the problem.

While that makes some sense, I think we can safely assume that a lot of people who come to the RIS pages don't know what the project is - yet! ;) I'd rather have the main RIS page be a gentle introduction, with links to details. The new web page layout actually lends itself very nicely to this setup.
