[ris-int] R: abcoude can be retired.

      Hereby I wish to request a service from Operations.

Detailed description:

Lately, you guys and we getting a lot of disk problem related
errors. One of them is about abcoude. I talked with Shane, I think
we can shutdown abcoude. New servers will be online so soon.
During that time I think, we can survive without DB backup. 

I suggest you to ignore abcoude related check tonight and I
will do last check tomorrow. Then, you can turn abcoude off.

I think abcoude did a quite good job for RIS for a long time.
