This doesn't seem like a great idea. I doubt that our agreements with our peers cover announcing prefixes that do not belong to the RIS, providing transit to other ASes, and forwarding traffic. Also, the prepending work with HK university has shown me that many of our transit peers filter on ^12654$, i.e. don't even accept prepending of our own AS. If they want to do this, since they already have an AS and a prefix, why don't they get someone to give them transit for the duration of the experiment?
