Dear authors, before starting the live discussion about this document I would appreciate to get explanation regarding geografical region which be covered by this document (and by Registry repectively). In particular: 1. 2. 3. excerpt from RIPE-167: Background Since the start of the RIPE NCC as a regional Inter- net registry in April 1991 Russia and the other countries of the CIS (former USSR) have been served **************** by the RIPE NCC. To my knowledge these 3 statements are totaly not the same. Even more, CIS never had meaning adequate to USSR. IMHO this doesn't sound very gentle.
Dear Albertas, You are right, some statements are to be corrected. I'll try to explain in some more details. We mean here the _potential_ opportunity for countries of CIS and _may be_ some countries of the former USSR to be served by the new RIR, if _they wish so_. In fact we serve now the number of ISPs in Russia, Belarus, Ucraine, Kazakhstan. We've had some discussions with Kirgyzstan ISPs. I think these are the potential members of the CIS RIR. And of course it doesn't mean that any of these countries (or to say better, ISPs from these countries) will be forced to get service from this RIR. And IMHO Baltic countries will hardly wish to get service in CIS RIR. Nevertheless, they are welcome :-) As for your P.S. remark - you are right, it's not quite gentle. In fact, this region is not separate from Europe. But it do needs special service, and the reasons mentioned in the document are adequate.
