Let me clarify this a bit: In meterology one differentiates between reports and forecasts. While it is bad practise not to observe actual weather when making a *report* it is quite OK to do so when making a *forecast*. Since you were referring to a forecast I have to agree with you that the RIPE NCC is *very* professional in what we are supposed to do and at least as accurate as the professionals when it comes to weather forecasting. ;-) ;-) ;-) ;-) ;-) ;-) If you have any further questions, please do not hesitate to contact us.
