While I welcome this paper I think that it is ill judged that a INIX does not also require connection to at least one European D-GIX. As a result an INIX could send all their european traffic via the US. Peter, As Kees says and as is also written in our paper, we recommend that INIXes develop into D-GIXes as the D-GIX technology becomes deveoped first for pilots and then for production ( and the first I in INIX stands for interim). As there are no operational D-GIXes, we could not require connectivity to a D-GIX. In contrast, the GIX is operational and connection to the GIX is the best guarantee for global connectivity. Obviously, we also support the recommendation not to send intra-European traffic via the GIX. However, I don't think there is today any GENERAL way to avoid this and I guess it is one of RIPE's functions to try to make sure this does not happen. I note that in our definition, you and Janet have just announced what appears as an INIX to me. Frode
