Hi, This document is very easy to read. I have one question. When the timelines are described in section two, it says: "These four phases are detailed below with timelines. They are proposed deadlines for the various stages. Individual proposals may choose to vary these, but the actual timescales must be documented." As "proposals" aren't people I am not sure whether the decision to change the timeline sits with the proposer, the WG chair, or someone else. A small task force with Brian Nisbet as the coordinator and Ondrej Filip, Nick Hilliard and Hans Petter Holen as members has worked out the final details in the text. The wg-chairs have reached consensus on the attached proposal. The main change in the PDP is to allow the Working-group Chairs of the working-group developing the policy to declare consensus. This allows for a more timely conclusion of the PDP, but also allows for the Working-group chairs collectively to act as an appeals body.
