Hi, In APNIC region, approach is "pay as you grow", that is, members pay as per their allocation size (https://www.apnic.net/get-ip/apnic-membership/how-much-does-it-cost/) , which i think is the most practical way to do so in RIR scenario. What i like the most after reading this article, is that RIPE NCC members have the options to raise a questions (and even to send the proposal in the bin) on the board proposal, whereas APNIC board unilaterally decides the hike in the membership fees last year and there was no discussion at all prior to the decision.
