I recommend that this report be published as a RIPE document. It is by far substantial enough and it *is* important to document RIPE history that way. Also this would make it easier to reference this work and to avoid producing dangling references in the long run.

I just had such an opportunity to cite this work in an environment where another community could have benefited from what it records, and went searching for it, but it seems it hasn't been published yet.
