You’re assuming that you are the target audience.
RIPE, along with other organisations, produces a lot of content. While it will obviously share it with its members via this list and others, members are not *the* target audience
for a lot of this content. They might be part of the broader audience, but a lot of this content is aimed at a much broader public.

Randy's point is that the article completely fails to communicate with it's
target audience, since most of us, having read the disclaimer won't follow
the link.
