Reminder: Nominations to Fill One Seat on the NRO NC

Dear colleagues, This is a reminder that nominations are open to fill one seat on the Number Resource Organization Number Council (NRO NC). The seat will be filled by appointment by the RIPE NCC Executive Board for a three-year term, from 1 January 2027 to 31 December 2029. The NRO NC performs the role of the Address Supporting Organization Address Council (ASO AC), including overseeing the Global Policy Development Process, advising the ICANN Board on Internet number resource policy, and nominating individuals to serve in key ICANN roles. Any individual residing within the RIPE NCC service region, who has participated in at least three RIPE Meetings, is eligible for nomination, except Regional Internet Registry (RIR) staff members. Self-nominations are permitted. Nominations should include the nominee’s name, country of residence, organisation or employer, email address and motivation for nomination, as well as the name and organisation of the person making the nomination. Please send nominations to nominations(a)ripe.net no later than 23:59 UTC on Wednesday, 30 September 2026. Nominees will need to accept the nomination, provide identification for verification and agree to adhere to the RIPE Code of Conduct by 14 October 2026. This message is sent on behalf of the Number Resource Organization ----------------------- Recommended Draft RIR Governance Document, Rationale Report, and next steps ----------------------- The Number Resource Organization Executive Council (NRO EC) had announced that the Number Council (NC) concluded its work to review and update Internet Coordination Policy-2 (ICP-2): Criteria for Establishment of New Regional Internet Registries following its delivery of the ‘ASO AC Recommended Draft RIR Governance Document‘. The NRO NC is now sharing that document, including a redline version for comparison to the second draft, and a rationale document that details the changes between version two and version three of the document. ASO AC Recommended Draft RIR Governance Document: https://www.nro.net/policy/internet-coordination-policy-2/rir-governance-do… Redline version: https://www.nro.net/wp-content/uploads/RIR-Gov-Doc.-v3.-redline.pdf Rationale document: https://www.nro.net/wp-content/uploads/Draft-v3-Changes-and-Rationale-24082… The key changes in version three include: - Clearer definitions and decision-making provisions, including new or amended definitions for Audit, Compliance Review, Rehabilitation Plan, Temporary Emergency Continuity Arrangement, Temporary Emergency Operator, and Transition Plan. - A restructured Recognition process, with more detailed proposal and review requirements, a two-thirds Regional Internet Registry (RIR) support threshold, conflict-of-interest disclosure, clearer ICANN responsibilities, and greater transparency through the publication of assessments and rationales. - Clarifications to Service Region, Coordination Limitation, and Community Consultation provisions to improve readability and explain how consultation may occur during Recognition or Derecognition processes. - A revised audit and compliance framework, including a five-year regular audit cycle, a distinct Compliance Review process with safeguards against misuse, and clearer outcomes and follow-up through Rehabilitation Plans where needed. - Updated emergency continuity provisions, including terminology changes, the ability for an affected RIR to initiate a Temporary Emergency Continuity Arrangement for its own services, a lowered initiation threshold involving ICANN and two-thirds of the RIRs, a retained 90-day limit, and additional transparency safeguards. - A more detailed Derecognition process that emphasizes rehabilitation as the preferred path, aligns key steps with the Recognition process, clarifies ICANN’s review and decision-making role, requires publication of decisions and supporting documents, and applies a two-thirds RIR support threshold excluding the subject RIR. - New amendment safeguards that prevent the document from being amended during a Temporary Emergency Continuity Arrangement or while a proposal for Derecognition is pending. By setting out these changes and the accompanying reasons, the NRO NC hopes to help readers understand the major considerations weighed in developing version three and how the draft seeks to address the main community concerns during the feedback process. The AFRINIC Board of Directors, with the consent of the Receiver, appointed Mr. Silber to the position. He is expected to assume office in January 2027, following completion of the notice period associated with his current employment. Mr. Silber currently serves as Group Executive: Regulatory Affairs at MTN Group, supporting operations serving more than 300 million customers across Africa. He previously served as Group Chief Regulatory Officer at Liquid Intelligent Technologies and Chief Administrative Officer at Africa Data Centres. Mr. Silber brings extensive experience within the Internet governance and telecommunications sectors. He has served on the ICANN Board of Directors and as Vice Chair of the Address Supporting Organization Address Council (ASO AC). He has also engaged extensively with the International Telecommunication Union, the European Union, the African Union and national regulatory authorities across multiple jurisdictions. His previous governance roles include service on the boards of the .ZA Domain Name Authority, the Internet Service Providers’ Association of South Africa and other industry bodies. He currently serves as a Director and Chair of the Audit Committee of the Public Interest Registry, as well as a Director of the Tertiary Education and Research Network of South Africa (TENET). The appointment represents an important step in strengthening AFRINIC’s leadership and supporting continuity as the organisation advances its institutional recovery and strategic priorities. Mr. Robles will serve for the remainder of the term previously held by the late Alan Barrett, through the conclusion of the ICANN 90 Annual General Meeting on 4 November 2027. Following Alan Barrett’s passing and the resulting vacancy, the ASO AC decided by majority vote to use the Extraordinary Selection Procedure set out in Section 9.5.3 of the ASO AC Operating Procedures, “Selection from Address Council Nominations”: https://aso.icann.org/documents/operational-documents/operating-procedures-… Under this procedure, ASO AC members nominated at least two candidates for the vacant seat. The candidates completed the required certification and questionnaire process and participated in the ASO AC’s evaluation and interview process. Following its deliberations and voting process, the ASO AC selected Mr. Robles and submitted his nomination for formal designation by the ICANN Empowered Community. Oscar Robles is a respected leader in the global Internet governance and Internet number resource communities. He served as Executive Director of LACNIC from 2015 to October 2024 and previously spent more than two decades contributing to the development of the domain name ecosystem at NIC Mexico. He was also involved in the creation of LACNIC and LACTLD and has participated in ICANN and other regional and global Internet governance structures. The ASO AC congratulates Mr. Robles on his selection and looks forward to his contribution to the work of the ICANN Board. The ASO AC also remembers Alan Barrett with deep respect and recognizes his significant and lasting contributions to the Internet number community and the broader ICANN community. Dear colleagues, I am conducting a research survey on Segment Routing (SR-MPLS) traffic engineering practices in operational networks, as part of an ongoing measurement study at the University of Liège (Belgium). Our work builds on AReST, a methodology we developed to detect and characterize SR-MPLS tunnels from external traceroute measurements (paper: https://orbi.uliege.be/bitstream/2268/337150/1/paper.pdf — code: https://gitlab.uliege.be/segment-routing) The goal of this survey is to complement our external measurements with first-hand operational insight from network engineers and architects. Sjoerd Wolthers appointed Chief Technology Officer

Dear all, After an intensive recruitment process, I am happy to announce that as of 1 September 2026 Sjoerd Wolthers will be the new Chief Technology Officer of the RIPE NCC. In the last several months, we executed an intense and thorough process to find our new CTO. We screened around 270 applicants through different selection rounds, including multiple interviews, a leadership and capability assessment, and a written assignment. During the process, we interviewed some really strong candidates and concluded after the final interviews that Sjoerd is the best match for the RIPE NCC. Sjoerd started his leadership career in 2004 at KPN, and he has fulfilled the CTO role at XS4ALL and FD Mediagroup. Over the last year, Sjoerd worked as interim Head of IT and interim CTO for the RIPE NCC, so his onboarding is mostly done and he knows what is expected from the RIPE NCC CTO. We are happy that Sjoerd will continue to work for us, leading the Technology division in such a way that our challenging objectives will be achieved. ASO AC delivers Recommended Draft RIR Governance Document to NRO EC

This message is sent on behalf of the Number Resource Organization (NRO) ------------------ The announcement is available at: https://www.nro.net/aso-ac-delivers-recommended-draft-rir-governance-docume… ------------------ ASO AC delivers Recommended Draft RIR Governance Document to NRO EC The Number Resource Organization Executive Council (NRO EC) is pleased to announce that the Number Resource Organization Number Council (NRO NC), which fulfils the role of the Address Supporting Organization Address Council (ASO AC), has completed its work on version 3 of the RIR Governance Document. This work was undertaken by the ASO AC in response to the NRO EC’s request to review and update Internet Coordination Policy-2 (ICP-2): Criteria for Establishment of New Regional Internet Registries, and to support a strengthened governance framework for the Regional Internet Registry (RIR) system [1]. The resulting document, titled the ASO AC Recommended Draft RIR Governance Document, represents the outcome of the ASO AC’s work under this mandate. The ASO AC has now formally delivered this draft to the NRO EC for its consideration and responsibility for the document has now transitioned to the NRO EC. ---------------- Background ---------------- The review of ICP-2 has followed a staged and iterative process, with opportunities for participation from across the RIR and ICANN communities. The process began with a review of the existing ICP-2 document and the development of proposed principles to guide the updated governance framework. Community input was then sought on those principles through a questionnaire, with an ICANN Public Comment process conducted in parallel [2]. Feedback from the principles phase informed the first draft of the RIR Governance Document, which was published for consultation in Apr-May 2025 [3]. That consultation included engagement through RIR community mailing lists, webinars and online sessions, RIR meetings, ICANN community engagement, and an ICANN Public Comment process. The feedback received informed the development of version 2 of the document, which was published with supporting materials, including a redline and summary rationale of changes. A second consultation on version 2 in Aug-Nov 2025 provided a further opportunity for the RIR and ICANN communities to review the revised draft and provide input [4]. Following the second consultation, the ASO AC continued engagement with RIR and ICANN communities, including at ICANN 85 in Mar 2026 [5]. Feedback from these consultations and engagement activities, together with subsequent review and drafting work by the ASO AC, informed the ASO AC Recommended Draft now delivered to the NRO EC. ---------------- Next steps ---------------- The NRO EC will now review the ASO AC Recommended Draft RIR Governance Document and progress the next stages of the process, including coordination with ICANN and the RIRs, and the pathway toward a final version. An updated timeline will be published soon to guide these final stages. The ASO AC Recommended Draft RIR Governance Document and supporting materials — including a rationale document summarizing key changes from version 2, and a comparison/redline document showing changes from version 2 — will be published separately in accordance with this timeline. Any future opportunities for community input will be communicated by the NRO EC. Further information on the next stages, including relevant timelines and processes, will be shared in due course. ---------------- Acknowledgement ---------------- The NRO EC thanks the ASO AC, including its Drafting Team, for its work in completing the ASO AC Recommended Draft RIR Governance Document.
