Although the meeting is mostly technical, it is also a chance for people to meet and network with others in their field. RIPE 73 will take place from 24-28 October 2016 in Madrid, Spain. The RIPE Programme Committee (PC) is now seeking content proposals from the RIPE community for the plenary sessions, BoFs (Birds of a Feather sessions), panels, workshops, tutorials and lightning talks at RIPE 73. See the full descriptions of the different presentation formats, https://ripe73.ripe.net/submit-topic/presentation-formats/. Proposals for plenary sessions, BoFs, panels, workshops and tutorials must be submitted for full consideration no later than 28 August 2016. Proposals submitted after this date will be considered depending on the remaining available space in the programme. The PC is looking for presentations covering topics of network engineering and operations, including but not limited to: - IPv6 deployment - Managing IPv4 scarcity in operations - Commercial transactions of IPv4 addresses - Data centre technologies - Network and DNS operations - Internet governance and regulatory practices - Network and routing security - Content delivery - Internet peering and mobile data exchange - Internet of Things (IoT) Submissions RIPE Meeting attendees are quite sensitive to keeping presentations non-commercial, and product marketing talks are strongly discouraged. Repeated audience feedback shows that the most successful talks focus on operational experience, research results, or case studies. For example, presenters wishing to describe a commercial solution should focus on the underlying technology and not attempt a product demonstration. Presenters should indicate how much time they will require. In general, the time allocated for the different presentation formats is as follows: - Plenary presentations: 20-25 minutes presentation with 5-10 minutes discussion - Tutorials: up to two hours (Monday morning) - Workshops: one hour (during evening sessions) to two hours (Monday morning) - BoFs: approximately one hour - Lightning talks: 10 minutes The following general requirements apply: - Proposals must be submitted using the meeting submission system, https://ripe73.ripe.net/submit-topic/submission-form/. - Lightning talks should also be submitted using the meeting submission system (https://ripe73.ripe.net/submit-topic/submission-form/) and can be submitted any time up to and including the meeting week. The allocation of lightning talks will be announced on short notice---in some cases on the same day but often one day prior to the time slot allocated. - Presenters who propose a panel or BoF are encouraged to include speakers from several (perhaps even competing) companies and/or a neutral facilitator. - All presentation proposals will only be considered by the PC if they contain at least draft presentation slides (slides may be updated later on). For panels, proposals must contain a clear description, as well as the names of invited panellists, presenters and moderators. - Due to potential technical issues, presenters/panellists should be physically present at the RIPE Meeting. RIPE NCC to Support the Sustainability of the IETF

Dear colleagues, During the RIPE NCC Services Working Group at RIPE 72, and at the RIPE NCC General Meeting (GM), there was a presentation and discussion on the request for the RIPE NCC to support the IETF’s long-term sustainability: https://ripe72.ripe.net/programme/meeting-plan/services-wg/ The RIPE NCC Executive Board asked RIPE NCC members to discuss the proposal on the RIPE NCC Membership Discussion mailing list, and we would like to thank those who provided their input. The feedback received showed support for the proposal for the RIPE NCC to provide an ongoing financial contribution to the IETF. However, there were concerns that providing a one-off payment to the IETF would not be the ideal way to do this, and that there should be mechanisms in place that would allow the RIPE NCC to discontinue the annual financial support should circumstances change in the future. The RIPE NCC Executive Board has therefore composed the following Letter of Intent, which proposes the annual contribution of EUR 100,000 over the next ten years (2017-2026) to support the sustainability of the IETF. As noted, the proposed contribution will be added to the annual RIPE NCC Activity Plan and Budget, with regards to which members are encouraged to provide their feedback at the second GM every year. As with all financial contributions that the RIPE NCC commits to activities, this contribution will be reviewed annually and may be amended accordingly. This contribution will be reflected each year in the RIPE NCC Activity Plan and Budget. The RIPE NCC is proud to support the IETF and wishes it continued success in the years ahead. This letter of intent does not create in any way legal rights or obligations regarding the above described contribution. The RIPE NCC retains its right to discontinue this contribution at any time before the ten-year period elapses. =================================

Additional LIR accounts

Dear Colleagues, The ability for RIPE NCC members to again open additional LIR accounts was confirmed at the RIPE NCC General Meeting (GM) on 27 May 2016. At the GM, members approved the following resolution: "The General Meeting approves the ability of RIPE NCC members to create additional LIR accounts." Members had always been able to open additional LIR accounts until the RIPE NCC Executive Board suspended this ability in November 2015. The resolution approved by members at the GM restores the ability to open additional accounts. The RIPE NCC has been working on an implementation plan since the GM. This plan has been put forward to make sure that the ability to open additional LIR accounts is in line with the spirit of RIPE Policy. The Executive Board has reviewed the plan and approved the following conditions being applied to additional LIR applications: 1. Transfer of resources between LIR accounts of the same member will fall under the transfer policy. This aligns the transfer of resources between LIR accounts of the same member with the transfer procedures the RIPE NCC applies to transfers between LIR accounts of different members. The transfer policy will now apply to all transfers, regardless of whether the transfer is between the same or different members. In practice, this means that the IPv4 allocation will only be transferable between LIR accounts of the same member after 24 months. The document ripe-648, "Transfer of Internet Number Resources and Change of a Member’s Official Legal Name", has been updated by ripe-654 to reflect this alignment (see section 3.5, Transfer of Internet Number Resources and Change of a Member’s Official Legal Name). You can view ripe-654 at: https://www.ripe.net/publications/docs/ripe-654 2. Only one application will be processed at a time. Members can only make an application for an additional LIR account when there is no other application being processed on their behalf. This aligns more closely with the spirit of the "Last /8" Policy. The RIPE NCC will be able to distribute the IPv4 resources more fairly. Operationally, this also allows the RIPE NCC to process the LIR account applications in a timely fashion. 3. An LIR Account Agreement needs to be signed by the member for an additional LIR account. For transparency and due diligence purposes, the Terms and Conditions for the use of an LIR account will be explicitly outlined and the member will be asked to agree to them by signing a relevant agreement. ICANN and Regional Internet Registries Sign SLA for the IANA Numbering Services

This message is sent on behalf of the Number Resource Organization (NRO) ICANN and Regional Internet Registries Sign SLA for the IANA Numbering Services Helsinki, Finland – 29 June 2016. The RIRs and ICANN signed the Service Level Agreement (SLA) for the IANA Numbering Services today at ICANN 56 in Helsinki, Finland. This agreement documents the arrangements for provision by ICANN of IANA numbering services, after the IANA stewardship transition which is expected to occur on 30 September 2016. The SLA will only come into effect with the transition, and will have no effect whatsoever before that time. This event is a significant milestone in the long process of transition planning which started in March 2014 with US Government announcement. The process involved huge efforts by the Internet number community collectively, and by teams formed specifically to carry out the work. In particular the NRO Executive Council expresses its sincere thanks for the contribution by CRISP members during the last year and a half in the IANA Stewardship Transition Process. The CRISP Team worked tirelessly to integrate and consolidate the views from the five different regional communities into a single proposal. As the work of the CRISP team is now finally complete, we hereby announce that the team is formally dissolved. Finally the NRO EC also wishes acknowledge the support of the ICANN Board and staff who worked hard with us to finalise the SLA and ensure it was completed on time. STATUS: Withdrawn - The proposers decided to withdraw the proposal due to the inability to find an acceptable agreement which satisfied all parties.
