Dear Colleagues, [ Apologies for duplicate mails ] It is our pleasure to open registration for the 32nd RIPE meeting, which will be held at: Krasnapolsky Hotel, Damsquare, in Amsterdam, the Netherlands. The RIPE meeting will take place on the following days: Wednesday 27th, Thursday 28th and Friday 29th January 1999. Registration on site will open on Tuesday 26th January. The registration form and information about other meetings taking place on that day can be found on this page: http://www.ripe.net/meetings/ripe/mtg.html The registration fee of XEU 120 includes refreshments and lunch but doesn't include the RIPE dinner. The admission charge including the RIPE dinner event is XEU 175. Pre-payment facilities will close on January 18th. Registration forms will be accepted after this date, however in that case payment will not be processed and has to take place on site. For those of you who wish to attend the RIPE meeting and need a visa we would also like to advise you to begin these procedures as soon as possible. These minutes follow the agenda. - 3. - Minutes RIPE 30 The minutes of RIPE 30 were approved as they had been circulated before the meeting. No comments/additions. - 4. - From the chair Rob Blokzijl thanked the organization. - 5. - Report from the RIPE NCC (Mirjam Kuehne) http://www.ripe.net/meetings/ripe/ripe-31/pres/ncc-report/index.html Q: When will the RIPE NCC report on Y2 compliance A: Maldwyn Morris: we start testing after RIPE 31 meeting in a couple of weeks time. As soon as we know what to do we will put a report on the web. Q: It might be useful to have more info on query statistics, not only how much but also on domain and Inetnums etc. also where domain would be delegated, whether change would be accepted or not. A: Daniel Karrenberg (Dfk): we will work on something. Q: Pgp authentication. Last meeting NCC said we had license for pgp. A: Joao Damas: we are finishing procedures, we'll be reviewing them and let everyone know. You will need to have a mntner object, you have to request that. It will check if you actually have a mntner object, we'll register it when we actually get the license. Details will be published in a few weeks. Q: did the NCC get much comments about problems with net66 allocations? A: Mirjam Kuehne: we have not had much feedback lately, in the beginning we constantly talked to people. Are frequently seeing customers with fire-walls get on-authorized requests. * Routing group discussion: signal queries versus Dfk we are doing that. Will not show. - 6. - RIPE NCC 1999 Activities and expenditure (Daniel Karrenberg) Q: what about using the web for payments? A: Dfk: we do have membership payments by credit card. People are reminded that this is not prefered, preferably by bank. It could be a way to improve no-payments of regular fees and meeting fees. Do people want the ncc to get a secure webserver? Hear a lot of yes. Pgp could be a potential solution? Maldwyn Morris will put the ripe-141 request form on web, we want to also use pgp for that, so the two might come together. Dfk: we will look into various things. Q: Procedure for re-allocating address space. A: Dfk we have a procedure at the moment, taking space away is not the prime objective. During some stage we look at whether there are announcements. This usually does not result in taking space away, can't do anything about the routing other then talking to the upstreams. At the very end of the procedure might take away inaddr. Not as effective as taking away routing but will work. Haven't reached those stages yet. As a first step take we do not take the already assigned address space. Only the space that was not assigned yet, we will formally take back. We don't want to hurt the users. Q: RIPE NCC gives address space to a LIR but if that LIR then assigns that address space to a 'user' we must try not to hurt that user. Hard to see the business part in that, trying to understand the explanation. A: Dfk: we don't lease. We have allocations and assignments. In our registration procedures there is a formal step, we give allocations. But nobody but a LIR can give assignments. They cannot allocate. The assignments hold and the allocation is taken back. - 7. - RIPE NCC 1998 Annual General Meeting (Keith Mitchell) Keith asked contributors present to please attend the AGM, which will take place at Amsterdam Schiphol Hilton. Discussed will be the fact that we need to make sure we have one AGM meeting a year instead of 2. Furthermore we plan to discuss the budget and the fees that come out of that budget. Important also is the election of candidates/board members. - 8. - EUROCERT. European Incident Response coordination service. (Brian Gilmore. Vice president of technical programme of TERENA) http://www.ripe.net/meetings/ripe/ripe-31/pres/euro-cert/index.html Q: What is the level of contribution you would expect of an ISP A: 10.000 ECU as a sign-up fee. Terena expects to hand over this to someone else. A hot topic currently for discussion is to where it should go, to Dante? Or Ukerna (?) This will be discussed during contributors committee meeting next week. - 9. - Merit Post Routing Arbiter Activities (Gerald Winters) 'Post-Routing Arbiter Merit Activities' Gerald Winters, Graig Labovitz Merit network Inc. http://www.ripe.net/meetings/ripe/ripe-31/pres/merit/index.html - 10. - Some aspects of the new IANA (Dave Crocker) Level 10 Routing Long Division and Irrational Factions http://www.ripe.net/meetings/ripe/ripe-31/pres/level-10-routing/index.html Dave Crocker gave some history about technical and managerial issues that led to the current debate about the IANA. NSF made the initial mistake to hand over a revenue stream to NSI, of course NSI is now trying hard to keep it, and others try to get a part of the pie. Authority was given to IANA by the community, funding was given by the US government. The US government funding should have stoped earlier and taken over by the community. The discussion started by the US government by their green paper de-stabelised the Internet administration. He then described the process of the ad hoc committee that was set up to built new gTLDs. Also here, a few mistakes were made, even though many good principles were in the structure (not-for profit registries, independent oversight committees etc.). After that work had been done, it has been discovered that the world had changed. There were constructive discussions in the technical community. But there were also new players that had never heard of the Internet before but had much influence in the White House and that wanted to have a part of the pie. Which mistakes were made in this process: - technical community ended up in political discussions, where they were only used to hold technical debates. People who could not build the Internet, were trying to take it over. Dave Crockers says: we like to say "We are only technicians, not politicians" But in fact we created a social order, globally, that works for this type of technical activities. It is now under social threat. We do have influence and we should use it (difference between the green and the white paper shows that this works). The current set of bylaws (version 4) guarantee that no useful activity can happen for the next years, it is much too complicated to be implemented. The community can change things, but not with being polite! - 11. - New IANA: Progress reports (RIPE, RIPE NCC, CENTR) Keith Mitchell (chairman of RIPE NCC board) He has been very disappointed about the process and about the many unconstructive people involved in discussion, without taking the fact into account that we have a deadline to meet. He also critises the IFWP process (attended two of their meetings), main issues were domain name issues. Address issues were put aside (being ignored) Critises that wrap-up meeting was closed, this was then not going to happen and took place anyway. Then the NSI and IANA joined set of bylaws came out under strange circumstances. Points out a few details of the current draft (can be found on NCC reaction, see www.ripe.net/news/) In particular the focus on a membership organisation; user community is represented in too many places compared to other technical representation (through at large board members and through individual membership in the supporting organisations). What can we do: 1. common statement from this community (including various groups) 2. put names forward for the at large board members other than that he is worried that the whole process will be run by US government. Randy Bush added one correction: there was not only discussion between NSI and IANA, but also between NSI and US government. And another possibility of influencing the procedure is to involve the European Commission. Niall O'Reilly as the representative of the CENTR group added to that that also CENTR has sent out a reaction to the current set of IANA bylaws. This covered most of the facts that were also mentioned in the RIPE NCC reaction. Daniel Karrenberg adds to the discussion that he received a mail from Jon Postel who said that the IANA received the reactions from this community and listend to them. They are currently working very hard to put out a new version very soon. Hans Peter Holen asks if one possibility would be to dicuss here or in a small group concrete suggestions for changes. Come and speak to him any time, RIPE NCC is coordinating it. Frode Greisen suggests that the RIPE community brings out a resolution that says that the IANA should go back to version 3 of the bylaws. Q: Did the US government discuss the issue with other governments? Dfk: knows that they are discussing certainly with the EC and also with other governments. Keith Mitchell supports Frode Greisens suggestions. Send out statement 'go back to version 3, it wasn't broken, don't fix it.' Randy Bush supports the idea and suggests that RIPE together with the RIPE NCC and CENTR produces this statement, this would make it stronger. European Hostcount for October 1998

Dear All, below is the hostcount for October 1998. The table shows an increase since last month of approximately 190,000 (or 2,8 %) to a total of almost 7,650,000 hosts in the DNS in Europe and surrounding areas. The 'it' domain shows the highest increase for October with approximately 43500 hosts more than in September. - Brief Notes on this Hostcount - As is sometimes the case, the high increase for 'it' can be put down to a *decrease* the previous month. This highlights the fact that the overall progression is more useful than the snapshot of a single month. Somewhat surprising is the large reduction for 'de'. The 'de' hostcounter tells me that a major reason for this was the restructuring of the DNS of a company previously having around 30000 registered hosts. - Other Ways to Obtain the Hostcount - The hostcount can also be found under ftp://ftp.ripe.net/ripe/hostcount. Vint Cerf: I REMEMBER IANA

I have received the obituary below and feel that it is of relevance to the RIPE community at large. ------- October 17, 1998 I REMEMBER IANA Vint Cerf A long time ago, in a network, far far away, a great adventure took place. Out of the chaos of new ideas for communication, the experiments, the tentative designs, and crucible of testing, there emerged a cornucopia of networks. Beginning with the ARPANET, an endless stream of networks evolved, and ultimately were interlinked to become the Internet. Someone had to keep track of all the protocols, the identifiers, networks and addresses and ultimately the names of all the things in the networked universe. And someone had to keep track of all the information that erupted with volcanic force from the intensity of the debates and discussions and endless invention that has continued unabated for 30 years. That someone was Jonathan B. Postel, our Internet Assigned Numbers Authority, friend, engineer, confidant, leader, icon, and now, first of the giants to depart from our midst. Jon, our beloved IANA, is gone. Even as I write these words I cannot quite grasp this stark fact. We had almost lost him once before in 1991. Surely we knew he was at risk as are we all. But he had been our rock, the foundation on which our every web search and email was built, always there to mediate the random dispute, to remind us when our documentation did not do justice to its subject, to make difficult decisions with apparent ease, and to consult when careful consideration was needed. We will survive our loss and we will remember. He has left a monumental legacy for all Internauts to contemplate. Steadfast service for decades, moving when others seemed paralyzed, always finding the right course in a complex minefield of technical and sometimes political obstacles. Jon and I went to the same high school, Van Nuys High, in the San Fernando Valley north of Los Angeles. But we were in different classes and I really didn't know him then. Our real meeting came at UCLA when we became a part of a group of graduate students working for Prof. Leonard Kleinrock on the ARPANET project. Steve Crocker was another of the Van Nuys crowd who was part of the team and led the development of the first host-host protocols for the ARPANET. When Steve invented the idea of the Request for Comments series, Jon became the instant editor. When we needed to keep track of all the hosts and protocol identifiers, Jon volunteered to be the Numbers Czar and later the IANA once the Internet was in place. Jon was a founding member of the Internet Architecture Board and served continuously from its founding to the present. He was the FIRST individual member of the Internet Society I know, because he and Steve Wolff raced to see who could fill out the application forms and make payment first and Jon won. He served as a trustee of the Internet Society. He was the custodian of the .US domain, a founder of the Los Nettos Internet service, and, by the way, managed the networking research division of USC Information Sciences Institute. Jon loved the outdoors. I know he used to enjoy backpacking in the high Sierras around Yosemite. Bearded and sandaled, Jon was our resident hippie-patriarch at UCLA. He was a private person but fully capable of engaging photon torpedoes and going to battle stations in a good engineering argument. And he could be stubborn beyond all expectation. He could have outwaited the Sphinx in a staring contest, I think. Jon inspired loyalty and steadfast devotion among his friends and his colleagues. For me, he personified the words 'selfless service.' For nearly 30 years, Jon has served us all, taken little in return, indeed sometimes receiving abuse when he should have received our deepest appreciation. It was particularly gratifying at the last Internet Society meeting in Geneva to see Jon receive the Silver Medal of the International Telecommunications Union. It is an award generally reserved for Heads of State but I can think of no one more deserving of global recognition for his contributions. While it seems almost impossible to avoid feeling an enormous sense of loss, as if a yawning gap in our networked universe had opened up and swallowed our friend, I must tell you that I am comforted as I contemplate what Jon has wrought. He leaves a legacy of edited documents that tell our collective Internet story, including not only the technical but also the poetic and whimsical as well. He completed the incorporation of a successor to his service as IANA and leaves a lasting legacy of service to the community in that role. His memory is rich and vibrant and will not fade from our collective consciousness. 'What would Jon have done?' we will think, as we wrestle in the days ahead with the problems Jon kept so well tamed for so many years. There will almost surely be many memorials to Jon's monumental service to the Internet Community. As current chairman of the Internet Society, I pledge to establish an award in Jon's name to recognize long-standing service to the community, the Jonathan B. Postel Service Award, which is awarded to Jon posthumously as its first recipient. If Jon were here, I am sure he would urge us not to mourn his passing but to celebrate his life and his contributions. He would remind us that there is still much work to be done and that we now have the responsibility and the opportunity to do our part. I doubt that anyone could possibly duplicate his record, but it stands as a measure of one man's astonishing contribution to a community he knew and loved.

The table shows an increase since last month of over 200,000 (or 2.8%) to a total of almost 7,500,000 hosts in the DNS in Europe and surrounding areas. The nl domain shows the highest increase for September with approximately 70,000 hosts more than in August. - Brief Notes on this Hostcount - tr and hr showed an unusual decrease. This was due to difficulties with the remote data. The figures shown reflect the locally-collected data. The it domain shows a large decrease. TERENA-NORDUnet Networking Conference 1999 First Announcement and CALL FOR PAPERS Lund, Sweden 7-10 June 1999 "The Challenge of Gigabit Networking" The 1990s have seen the transition from networks connecting discrete communities of researchers, to networks connecting people from every sector of society. The fact that networking has become truly global should be welcomed, but at the same time, the exponential growth currently being experienced brings many challenges. The academic world has always been at the forefront of networking developments, and this remains the case today. Many exciting network applications were first developed in European academic and research institutions and we can expect this proud tradition to continue. Gigabit technology is now starting to become available and will be introduced on research networks first. At the same time, users are increasingly expecting certain standards of service and the problems of scalability, Quality of Service and billing need to be addressed. Furthermore, there are still many regulatory and policy issues that need to be resolved by governments or through self-regulation. Following on from the well established JENC and NORDUnet conferences, the "TERENA-NORDUnet Networking Conference 1999" will address these and related issues with particular reference to the education and research community. The presentations will take the form of panel debates and discussions as well as invited and reviewed papers, and short presentations on recent results. Topics covered will include Gigabit technologies, Quality of Service developments, network security with special emphasis on electronic commerce, advanced applications; and government policy and regulatory issues. Sessions will highlight new Internet initiatives in Europe, the Nordic area and North-America. The conference will be essential for technology innovators, policy and decision makers as well as Internet service providers and their users. The conference is jointly organised by TERENA, the Trans-European Research and Education Networking Association, and NORDUnet, the Nordic networking association, and is hosted by the University of Lund with support from SUNET, the Swedish University Network. -------------------------------------- Subject areas for the conference include: * Gigabit technologies * Security, Electronic commerce * Quality of Service developments * Advanced applications * New forms of electronic content via high-bandwidth networks * Government policy and regulatory issues Information for Paper Submission: Full papers or extended abstracts (maximum of 4000 words) are to be submitted. TERENA Technical Meetings TERENA Task Forces and participants in TERENA Projects will hold meetings during the conference week to discuss the latest results of their activities. Most of these meetings will be open. Conference Venue Reputedly established in 990 by a Danish Viking king, Lund was formerly the religious, political, cultural and commercial centre for the whole of Scandinavia. The city is located just a short distance from Malmo, and is conveniently located for both Malmo and Copenhagen airports; and various ferry services. Amidst the city's enchanting tapestry of cobbled streets, picturesque buildings are proud remainders of Lund's prominence past and present. A centre for old architecture, folk culture, fine modern art and close to Scania's many attractive beaches. Lund University, founded in 1666, has eight faculties and a number of research centres and specialised institutes, and is one of the largest units for research and higher education in Scandinavia. The main part of the University is situated in Lund, but a number of departments for research and education are located in Malmö and Helsingborg. At present, nearly 37,000 students are enrolled at Lund University and altogether some 6,000 people are employed. IDEON, Sweden's first and Scandinavia's biggest research village, is also situated in Lund. The village will promote high-tech research and development work in Swedish industry in close co-operation with Lund University, the location for this conference. RIPE Statement on the Draft Articles and Bylaws for the new IANA as published on September 17th 1998 Edinburgh, 25 September 1998 RIPE is the organisation which has provided the framework for Internet co-operation in Europe since 1989. At the 31st RIPE meeting, held in Edinburgh from 23 until 25 September 1998, 253 participants from the European Internet industry discussed the fourth draft of the Bylaws of the New IANA, published on 17 September by IANA, and decided unanimously to express the following concerns. - We find it inappropriate that provision is made in the Bylaws (Article IV, Section 1.d) which binds the new IANA to agreements to be made between third parties, whose terms are not yet announced. - We need to understand and consider the material consequences of Article IV, Section 1.e in order to determine whether we can accept this section. - We are concerned about the room for interpretation in Article V, Section 6 and would like to see a stronger requirement of diversity than to allow 50% of the board to be from one region. - We are concerned about the far-reaching repercussions of codifying, at this stage, aspects of a possible membership structure that previously were left for the Initial Board to define and implement. We do not understand the reason for the fact that the board members nominated by the supporting organisations have no say at all in how the membership structure is implemented (V.4.a.iv, V.9.c). - We need to understand the reasons for and the material consequences of the weakening of the language in Section VI.1.c which now speaks of recommendations by the supporting organisations to the board. - It appears that the change in wording of Article III.2 may now imply that minutes of supporting organisation bodies have to be approved by the Board of the new IANA. We find this inappropriate. - We are anxious about the possible consequences of the changes made to the requirements for supporting organisations, especially in Article VI, Sections 2 and 3.b. In the area of the address supporting organisation the participation of individuals and individual organisations currently happens at the local and regional levels. Many European ccTLD registries already operate similar processes; others have begun working along these lines. We need to understand whether the Bylaws allow for this practice to continue or if they constrain the supporting organisations sufficiently to require changes in these structures. We stress that we have no difficulty with the added openness requirements. We are willing to work to resolve the remaining issues with all parties concerned as soon as possible, and hope that this statement, expressing our concerns, will be received as a helpful contribution to the process. We urge all concerned not to proceed with the current proposal before our concerns are addressed. In the meantime the current IANA should continue to function and provide its services to us.
