ICANN Consultation: Functional Model for Root Server System Governance

Dear colleagues, ICANN is seeking public comments on a proposed “Functional Model” for governance of the DNS root server system: https://www.icann.org/en/public-comment/proceeding/functional-model-for-roo… This Functional Model has been developed by the Root Server System (RSS) Governance Working Group (GWG) that was established by the ICANN board in response to advice from the Root Server System Advisory Committee (RSSAC). The proposal describes a governance structure based around a new RSS Council and explains how this would be implemented in phases. The RIPE NCC participated in its capacity as operator of K-root, with myself serving on the RSS GWG as its representative. Under the proposed model, each of the 12 Root Server Operators (including the RIPE NCC as operator of K-root) would have one voting seat on the RSS Council, in addition to 12 voting seats from the ccTLD and gTLD communities (six each). A further three non-voting liaison members would come from the IETF, IANA and the Root Zone Maintainer. The Council would establish functions for strategy and architecture, finance and resource management, performance monitoring, security incident reporting, and the designation and removal of Root Server Operators. The consultation is open until Sunday, 22 September 2025 at 23:59 UTC. ICANN will then publish a summary report on 6 October. We are reviewing the documents in our role as an RSO and will provide input to ICANN. NRO NC: Call for Nominations 2025

Dear colleagues, This is a call for nominations to fill one seat on the Number Resource Organization Number Council (NRO NC) for a three-year term starting in January 2026 and ending in December 2028. We encourage those interested to familiarise themselves with the work of the NRO NC and to reach out to current or former NRO NC members to understand the workload and responsibilities involved. To read more about the NRO NC and the election process, please see: https://www.ripe.net/community/nro-nc/nro-nc-nominations-october-2025/ ---------------------------- About the NRO NC ---------------------------- The NRO NC performs the role of the Address Supporting Organization Address Council (ASO AC), including: - Overseeing the Global Policy Development Process. - Providing recommendations to the ICANN Board concerning the recognition of new RIRs. - Nominating individuals to serve in the ASO’s two seats (Seat 9 and Seat 10) on the ICANN Board of Directors and other ICANN bodies. - Advising the ICANN Board on Internet number resource allocation policy, in conjunction with the RIRs. - Developing procedures for conducting business in support of their responsibilities, in particular, for the appointment of an ASO AC Chair and definition of the Chair’s responsibilities. Self-nominations are permitted. Nominations must include: - Name of nominee - Nominee's country of residence - Nominee's organisation or employer - Nominee's email address - Motivation for nomination - Name of nominating individual - Nominator's organisation or employer All nominees will be contacted by the RIPE NCC to confirm their nomination to the NRO NC. If a nominee cannot be contacted by the RIPE NCC or does not respond to communications sent by the RIPE NCC, their nomination will be rejected. Nominees must confirm their acceptance at the latest by the given deadline to publish the list of confirmed candidates. Nominees become confirmed candidates after: - Accepting the nomination in writing. - Submitting a certified copy of an official identification document in order to verify their identity. - Agreeing to adhere to the RIPE Code of Conduct. These documents must be submitted to the RIPE NCC no later than two weeks before the election. Nominees who do not meet these criteria will be disqualified. Please send your nominations to <nominations(a)ripe.net> by 23:59 UTC on 29 September 2025. All confirmed nominations will be listed on the RIPE NCC website by Monday, 6 October 2025. All nominees may submit a written statement in support of their nomination for publication on the RIPE NCC website. RIR Governance Document Consultation Summary Report and Next Steps

This message is sent on behalf of the Number Resource Organization ---------------------- The announcement is available at: https://www.nro.net/rir-governance-document-consultation-summary-report-and… ---------------------- The Number Resource Organization Number Council* (NRO NC) has completed its qualitative analysis and summary of the community responses received in response to the community engagements to gather feedback on the draft Governance Document for the Recognition, Maintenance, and Derecognition of Regional Internet Registries (“RIR Governance Document”)[1]. The report is available at: https://www.nro.net/policy/internet-coordination-policy-2/rir-governance-do… The consultations were open from 14 April until 27 May 2025. During this window, the NRO NC received comments across the five RIR mailing lists, input via various webinars and online sessions, sessions held at RIR Meetings, engagement with ICANN communities and also via the ICANN Public Comment process. This summary provides an overview of the comments received, including input received through ICANN’s public comment which was held in parallel with the RIR community engagements. This feedback will inform the revision of the document, and a future report will include details on how this input informed changes to the “RIR Governance Document”. The summary does not include the NRO NC’s opinions on or responses to the comments submitted, nor does it include an evaluation of the communities’ opinion on the draft document. Folks, as some of you are aware, the EU Commission have a consultation open finishing on Friday at 17:00 CET on the upcomming Digital Networks act, there are 2 of them there is a targeted consultation (long and complex) and a shorter one here https://ec.europa.eu/info/law/better-regulation/have-your-say/initiatives/1… a number of SME Internet stakeholders and I intend to sign a letter to the Commission voicing concerns about impact of some of the proposed policies on competition, SMEs, Network Neutrality and Quality of Service, particularly interconnection regulation and the proposed dispute resolution mandate...
