ICP-2 documents the criteria for the establishment of new Regional Internet Registries. We invite you to share your feedback on this document via the RIPE Discussion list until Friday, 7 November 2025. The feedback that is received will be discussed by the NRO NC during their workshop taking place over 12-14 November 2025. We have carefully considered input from the various RIR communities as well as from the ICANN Public Comment process in order to revise the document. In the coming days, we will also share a redline version showing the differences between the two versions and a high-level overview explaining the main changes made. This updated document is titled “Governance Document for the Recognition, Operation, and Derecognition of Regional Internet Registries” (RIR Governance Document) and can be viewed here: https://www.nro.net/policy/internet-coordination-policy-2/rir-governance-do… A consultation on the first version of the draft document was held from 14 April to 27 May earlier this year [1]. Feedback received from this consultation was used to inform the revisions. We now invite your input on the revised draft. Please make sure to share your feedback by Friday, 7 November 2025. ------------ Background Information ------------ In October 2023, the Number Resource Organization Executive Council (NRO EC) asked the NRO Number Council (NRO NC), that fulfils the role of the Address Supporting Organization Address Council (ASO AC), to establish and manage a process to update the Internet Coordination Policy (ICP-2): Criteria for Establishment of New Regional Internet Registries document [2]. Modification of ICP-2 requires an open and transparent process to allow participation from across the global RIR and ICANN communities. As part of this process, the NRO NC invited the global Regional Internet Registry (RIR) communities to provide feedback on each principle via a questionnaire, which was open from 8 October until 6 December 2024. On 24 February 2025, the NRO published a qualitative analysis and summary of the community responses received on the proposed principles to update ICP-2 [3]. The NRO NC hosted a community consultation in each RIR region, in parallel with an ICANN Public Comment, from 14 April until 27 May 2025. The summary report from the consultation was published on 30 July 2025 [4]. The NRO NC has reviewed and considered the feedback received during the original consultation, and is now providing the same opportunity for community review of the revised draft. To simplify community review, the NRO NC will also provide supporting documents including a redline version showing the differences between the two drafts and a summary rationale for the changes in the new version in the coming days. ------------ Share Your Input ------------ The NRO NC is now seeking community input on the revised text of the proposed “RIR Governance Document”. ICANN Consultation: Functional Model for Root Server System Governance

Dear colleagues, ICANN is seeking public comments on a proposed “Functional Model” for governance of the DNS root server system: https://www.icann.org/en/public-comment/proceeding/functional-model-for-roo… This Functional Model has been developed by the Root Server System (RSS) Governance Working Group (GWG) that was established by the ICANN board in response to advice from the Root Server System Advisory Committee (RSSAC). The proposal describes a governance structure based around a new RSS Council and explains how this would be implemented in phases. The RIPE NCC participated in its capacity as operator of K-root, with myself serving on the RSS GWG as its representative. Under the proposed model, each of the 12 Root Server Operators (including the RIPE NCC as operator of K-root) would have one voting seat on the RSS Council, in addition to 12 voting seats from the ccTLD and gTLD communities (six each). A further three non-voting liaison members would come from the IETF, IANA and the Root Zone Maintainer. The Council would establish functions for strategy and architecture, finance and resource management, performance monitoring, security incident reporting, and the designation and removal of Root Server Operators. The consultation is open until Sunday, 22 September 2025 at 23:59 UTC. ICANN will then publish a summary report on 6 October. We are reviewing the documents in our role as an RSO and will provide input to ICANN. Dear colleagues, This is a call for nominations to fill one seat on the Number Resource Organization Number Council (NRO NC) for a three-year term starting in January 2026 and ending in December 2028. We encourage those interested to familiarise themselves with the work of the NRO NC and to reach out to current or former NRO NC members to understand the workload and responsibilities involved. If a nominee cannot be contacted by the RIPE NCC or does not respond to communications sent by the RIPE NCC, their nomination will be rejected. Nominees must confirm their acceptance at the latest by the given deadline to publish the list of confirmed candidates. Nominees become confirmed candidates after: - Accepting the nomination in writing. - Submitting a certified copy of an official identification document in order to verify their identity. - Agreeing to adhere to the RIPE Code of Conduct. These documents must be submitted to the RIPE NCC no later than two weeks before the election. Nominees who do not meet these criteria will be disqualified. During this window, the NRO NC received comments across the five RIR mailing lists, input via various webinars and online sessions, sessions held at RIR Meetings, engagement with ICANN communities and also via the ICANN Public Comment process. This summary provides an overview of the comments received, including input received through ICANN’s public comment which was held in parallel with the RIR community engagements. This feedback will inform the revision of the document, and a future report will include details on how this input informed changes to the “RIR Governance Document”. The summary does not include the NRO NC’s opinions on or responses to the comments submitted, nor does it include an evaluation of the communities’ opinion on the draft document. Folks, as some of you are aware, the EU Commission have a consultation open finishing on Friday at 17:00 CET on the upcomming Digital Networks act, there are 2 of them there is a targeted consultation (long and complex) and a shorter one here https://ec.europa.eu/info/law/better-regulation/have-your-say/initiatives/1… a number of SME Internet stakeholders and I intend to sign a letter to the Commission voicing concerns about impact of some of the proposed policies on competition, SMEs, Network Neutrality and Quality of Service, particularly interconnection regulation and the proposed dispute resolution mandate...
