I worked with the team behind the Spotter project ( http://lakis.web.elte.hu/publ/laki_infocom2011.pdf ) to give this a try on RIPE Atlas, but nothing came of that. Big problem is first mile latency. I do have prototype code for something like this in OpenIPMap, but it's currently not used because it doesn't perform too well.
