Transfer the credits to the new account. This happens all the time with researchers asking for credits. Yes it would be nice to change the email address and be done with it, or add a second email address to the account for recovery purposes and what not. Then change which is the primary account. many other places also use mail as user, there you can simply change it. this also changes your username. most sane places and iirc also ripe has internal id for accounts. there aren't any real reason to sit on random user. if any, make it hard to change it. yet, many places make this easy
so yeah, i don't think i'll make new, i'm waiting what ripe thinks of this
there would be god damn good reason to refuse to do this change
it's not really a pressing issue, could be implemented in next year too
