I totally agree with you on the point that no actual content is involved in Atlas measurements. In that sense, Atlas is in deed much less problematic than the work on web censorship. However, I recall (I tried and failed to find the reference for the moment being) that in France, some type of metadata might be as well sensitive, say a URL, and that’s why I mentioned DNS measurements previously. Im my, biased, opinion Atlas is has significantly less ethical issues. Atlas is not running on the user's system or browser and we do much less than could be done with javascript. So Atlas measurement traffic looks very much less like it is coming from the user and the user is not exposed to content/malware through Atlas.
