If you look at the bottom of https://atlas.ripe.net/docs/udm/#rate-limits you can see the email link to contact the RIPE Atlas team to propose your test and they can (and will) unlock to allow for testing like you seem to be talking about. I was approved to use this for a full network test of Google DNS Anycasting (I was specifically looking to find the prevalence of ISP's imposing their own DNS servers as the Google 8.8.8.8 and 8.8.4.4).

I am fairly sure I have those test results public so if that is useful to you then feel free to collect and use the data. If you can't find it let me know and I will check the references for you of the tests.
