You can download the English and Russian versions of the agreement as .pdf files at: http://www.ripe.net/membership/lir-end-user-agreement.html You can use the sample End User Assignment Agreement and sign it with your End Users who hold independent resources. You also have the option to adjust the sample agreement according to the requirements of your legal department.
