Dear Vladislav, Thank you for bringing this issue and your suggestions to my attention. Over the past years we have started to understand more and more the problems you face in dealing with us and we sympathise and try to support and help when and where possible. I think over the past few years we have made some good improvements to be able to service you better. It is very useful for us to get feedback from you so that we can further improve our working together. We will investigate the possibilities of implementing these with a focus on making the invoices (signed and stamped) available on-line via the LIR portal and also via e-mail as this would make life a lot easier for all of us. I will keep you informed regarding the progress. Kind regards, Jochem de Ruig RIPE NCC Potapov Vladislav wrote:
Dear Jochem,
I have to clear for myself and several LIRs I help the way I should use for "explicitly requests" the registered mail variant of delivery. For example, ticket NCC#2006123007. The first letter for this ticket was 22 December. Now it is 25 January. I was told that there is no option for the registered mail, offered DHL-way, agreed on it (what could I do: "there is no option") and still do not have any answer, documents and so on... It's not the first time I go into such situation. The "billing questions" take months to solve, we always late in payments for that. Could it be possible to somewhat ease the problem? Maybe some thinks of some members of regional-russia group help: 1. Is it possible to e-mail fully signed and stamped invoice by e-mail (a scanner cost is only $100 now)? 2. Is it possible to send the full year (4-pack) documents? 3. Is it possible to clear the problems with registered mail? I mean: if the mail registered, if it is returned there is always a hint WHY? Maybe it is possible to report the hint to the receiver side to prove that the problems exist (maybe through lirportal?) ? It's only one time (instead of frequent and long conversation I have now) and more productive. 4. Is it possible to ease the burden of the DHL (when the other ways don't work) cost by grouping several deliveries and take the cost from LIRs?
I hope you understand our problems.

Dear all,
As a result of discussion on this list, I'd like to clarify how RIPE NCC invoices are sent.
Invoices to all members are sent by regular mail as well as e-mail. If an invoice needs to be re-sent, regular mail is used. We are happy to re-send invoices as many times as necessary.
The only time we do not use regular mail is if a member explicitly requests that their invoice must be sent by registered mail or via DHL (courier). The RIPE NCC pays to send registered mail. The cost of sending an invoice by DHL is paid by the member.
It is a misunderstanding that we do not send invoices for Russian members via registered mail.
We have experienced frequent problems with sending registered mail to Russia, as the mail does not always arrive or is returned to us. For this reason, we prefer to use DHL to deliver your invoices. Using this method, delivery is guaranteed and we want to ensure that the documents reach you. However, if a member requests that we use registered mail, we are also happy to use this method.
Unfortunately, our current invoicing system does not enable us to send all the quarterly invoices together at the beginning of the year. This means we must continue to send the invoices throughout the year. However it is possible for you to request that you receive a yearly invoice. On behalf of the RIPE NCC, I'd like to apologise for any confusion caused. I hope the information above clarifies our position regarding mailing documents to Russia.
Kind regards,
Jochem de Ruig Chief Financial Officer
