I failed to find any documents on your site except ripe-452, but
ripe-452 describe cease of contractual relationship and there is no
contract between end user and LIR right now. I am actually not 'end
user' but a LIR representative and probably have to inform our
ex-end user about this ripe policy change and my question will be
first question they ask me.

Contractual Relationship Changes between sponsoring LIR and End

- The future sponsoring LIR can request to have the resources in
question moved to their registry by sending an email to
enduser-contract@ripe.net. They need to provide the following
documents:
- End User Assignment Agreement between the LIR and their end user
regarding the registration of the resources which complies with the
requirements described in ripe-452, "Contractual Requirements for
Provider Independent Resource Holders in the RIPE NCC Service
Region"
- official Company Registration Documents of the end user’s
organisation
If the end user can not find a sponsoring LIR for the resources they
hold the RIPE NCC will contact the end user directly in the future.
